Plans, directs, management and consultative work at a professional level involving the Vermont Agency of Transportation's training center. Duties are performed under the direction of the VTrans Training Center Program Manager.

Examples of Work

Manages the identification, development and implementation of an Agency-wide training plan to support the technical development of Agency employees. Identify training topics, develop curriculum, contract with instructors, deliver training, and evaluate the effectiveness of training. Oversee all activities within the newly developed Technical and Maintenance Branch of the VTrans Training Center. This position will work closely with all Agency bureau directors to address the technical learning needs of each bureau. Assist leadership in the development and execution of learning plans for today's business needs and well as strategic analysis of the future direction of the transportation industry and training needs required. Partner with LTAP, Tech Schools, Universities and other transportation oriented organizations to identify/share existing curriculum, learning trends, and the sharing of other resources.

Will oversee budget development, administration, policies, procedures, rules and regulations. This position will gather data, research and monitor costs, identify funding sources and make adjustments based upon projected spending trends. Ensure product delivery is on time, within allotted budget limits and is effective to support the learning needs of employees. Leverage contract administration process, develop contracts and secure a group of consultants to execute a wide variety of technical trainings to include maintenance, equipment, mechanical, engineering, materials/testing, environmental, construction, pavement preservation, traffic and safety, projects and many other technical training categories. Monitor contracts and initiate appropriate close out procedures. Annually reviews existing policies, procedures, rules and regulations to ensure training products align with ever changing standards and make adjustments to curriculum as needed. Actively monitor on-going training for content, which will include physically attending each subject.

Plans, directs, and manages the development and implementation of technical training plans, Agency wide. Assists the VTTC Program Manager with budget development and administration; policies, procedures, rules and regulations. Gathers data, researches and monitors costs, identifies funding sources, and makes adjustments based on projected spending trends to ensure product delivery of training is on time and within budget allotment. Annually reviews existing policies, procedures, rules and regulations to ensure training product is aligned with regulatory requirements and organizational needs. Extensive interaction with the VTTC Training Program Manager, involving future development and expansion within the Vermont Technical and Maintenance Branch. Actively supports Bureau Directors to identify various training subjects to present to new and existing employees. Ensures updates to training materials when changes to regulatory requirements occur, or when there are changes to internal policies and/or procedures. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices, and participating in professional societies. Represents the VTTC at meetings and conferences. Performs other related duties as required.

Environmental Factors

Duties are performed primarily within a standard office setting, but with considerable travel. Some work outside normal office hours may be required. Pressure from deadlines should be anticipated.

Knowledge, Skills and Abilities

This person will require a high degree of technical expertise, in areas of maintenance, engineering, construction, road design, traffic system or other transportation related areas. Examples include a working knowledge of roadway engineering and design, structures, hydraulics, roadway materials and treatments, materials testing, traffic operations, construction equipment and machinery or right of way acquisition.

Minimum Qualifications

Bachelor's degree in engineering, education, organizational development, or related field AND three (3) years or more of experience in transportation administration/systems, highway maintenance, construction, engineering, education, organizational development, or related field.

OR

Associates degree in engineering, education, organizational development, or related field (4) years or more of experience in transportation administration/system, highway maintenance, construction, engineering, education, organizational development, or related field.

OR

High School diploma AND five (5) years or more of experience in transportation administration/systems, highway maintenance, construction, engineering, education, organizational development, or related field.

Preferred Qualifications

Experience in developing trainings and/or curriculum. 

Experience with of one or more of the following: roadway engineering and design, structures (bridges and culverts), hydraulics, roadway materials and treatments, traffic operations, construction equipment and machinery or right-of-way acquisition.
