Class Definition | Plans, directs, management and consultative work at a professional level involving the Vermont Local branch for the Agency of Transportation's training center. Duties are performed under the general direction of the VTrans Training Center Program Manager. |
Examples of Work | Plans, directs, and manages the development and implementation of a training plan focused on employee development, safety and technical assistance for the Vermont Local Roads branch of the VTTC. Assists the VTTC Program Manager with budget development and administration; policies, procedures, rules and regulations. Gathers data, researches and monitors costs, identifies funding sources, and makes adjustments based on projected spending trends to ensure product delivery of training is on time and within budget allotment. Annually reviews existing policies, procedures, rules and regulations to ensure training product is aligned with regulatory requirements and organizational needs. Extensive interaction with the VTTC Training Program Manager, involving future development and expansion within the Vermont Local Roads Branch. Administers and oversees delivery of health and safety training to support regulatory and organizational needs. Actively supports staff with identifying various training subjects to present to new and existing employees. Ensures updates to training materials when changes to regulatory requirements occur, or when there are changes to internal policies and/or procedures. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices, and participating in professional societies. Represents the VTTC at meetings and conferences. Performs other related duties as required. |
Environmental Factors | Duties are performed primarily within a standard office setting, but with considerable travel. Some work outside normal office hours may be required. Pressure from deadlines should be anticipated. |
Knowledge, Skills and Abilities | Strong people skills, the ability to lead and motivate a large and diverse workforce. String conflict management, communication, presentation and facilitation skills. Considerable knowledge of presentation delivery and techniques. Considerable knowledge of individual and group dynamics. Working knowledge of the concepts and approaches used in designing and implementing training presentations. Working knowledge of accounting and budgeting principles and practices. Working knowledge of the principles and practices of human resources development. Working knowledge of the concept and principles of organizational structures. Working knowledge of organizational learning theories, methods and practices. Working knowledge of data management practices, statistical procedures and the role of computers in the management of data. The ability to coordinate and present multiple training sessions. Minimum Qualifications | Five (5) years or more of experience in transportation administration or highway maintenance or construction INCLUDING two (2) years or more in a managerial/administrative capacity which included supervision of technical and administrative staff and budget management. |
Preferred Qualifications | Working knowledge of the following: roadway engineering and design, structures (bridges and culverts), hydraulics, roadway materials and treatments, traffic operations, construction equipment and machinery or right-of-way acquisition. |
Special Requirements | Completion of the VTrans Training Center's AOT Fundamentals of Supervision (FOS) required. Newly hired employees at this level must be scheduled to attend the next pre-approved FOS program, if not already completed. |
