Class Definition

Plans, directs, management and consultative work at a professional level involving the Vermont Agency of Transportation's training center. Duties are performed under the direction of the VTrans Training Center Program Manager.

Examples of Work

Provides curriculum development and training work at a professional level. This role assures courses and material are developed using the principles of course organization, which includes lesson overview, task, process, knowledge maps, summary, practice exercises and evaluation. Courses will include the integration of business and system processes and State and Federal rules into a comprehensive curriculum that will be delivered through various mediums including in-person, webinar and CAT (computer assisted training).

Manages the identification, development and implementation of Department-wide training plan to support the technical development of Department of Motor Vehicles (DMV) employees.  Identify training topics, develop curriculum, contract with instructors, deliver training, and evaluate the effectiveness of training.  Oversee all activities within the newly developed DMV Technical Branch of the VTrans Training Center.  This position will work closely with all Agency and DMV Managers and Supervisors to address the technical learning needs of each DMV Unit.  Assist leadership in the development and execution of learning plans for today's business needs and well as strategic analysis of the future direction of the transportation industry and training needs required.  Partner with Vermont Department of Motor Vehicles (DMV), VTrans Training Center Staff, American Association of Motor Vehicle Administrators (AAMVA) and other transportation oriented organizations to identify/share existing curriculum, learning trends, and the sharing of other resources.

Will oversee administration, policies, procedures, rules and regulations.  Annually reviews existing policies, procedures, rules and regulations to ensure training products align with ever changing standards and adjust curriculum as needed.  Actively monitor on-going training for content, which could include physically attending each subject. 

Develop and leverage eLearning, blended learning strategies and in-person curriculum to support a wide variety of user groups within each DMV office of the state.  Will serve as an internal technical trainer for VTrans over a wide geographical area.  Will represent the Agency and participate on a variety of technical committees inside and outside of state government. 

Develops and maintains an ongoing training schedule for all programs and systems administered and utilized by DMV staff. Ensures unit prepares and conducts assessments of technical training needs through a variety of data gathering techniques. Formulates conclusions from such data and discusses findings with appropriate program/supervisory staff. Searches for resources to support the identified training proposal. May personally design content of a training program or negotiate contractual assistance in developing actual program content. May develop curriculum for major programs or training needs. May personally participates in the delivery of training exercises; may also monitor actual delivery of training activity by contractual parties. Consults with program managers on analysis and improvement of organizational structure, program plans, operational procedures, team relationships, productivity levels, and similar issues to enhance program results. Works with managers to design and implement related staff development programs, and to provide technical assistance as appropriate. Continually updates assessment of needs, strategies to meet that need, actual training plans, and delivery methods. Evaluates section activities and goal setting for the future. Manages DMV Training in the VTrans Learning Management System.

Performs related duties as required.

Environmental Factors

Duties are performed primarily within a standard office setting, but with some travel. Some work outside normal office hours may be required. Pressure from deadlines should be anticipated.

Requires a high degree of DMV transportation oriented technical knowledge.

Requires knowledge of Motor Vehicle Laws and changes that occur between annual updates.

Ability to understand business processes and workflows and translate them into system functionality and workflows in such a way that the process owners’ needs are met to the extent possible given current system functionality. 

Ability to document and articulate system workflows and functionality in such a way that basic users can easily understand.  This can be very challenging when communicating from system language to a user that is not computer savvy.

Minimum Qualifications

Bachelors Degree in the broad field of employee training, curriculum development, staff development, psychology, human services or education AND one (1) year or more at a professional level in a formal employee or client development program.

OR

Associates Degree in the broad field of employee training, curriculum development, staff development, psychology, human services or education AND three (3) years at a professional level in a formal employee or client development program.

OR

High School diploma AND five (5) years or more experience at a professional level in a formal employee or client development program.

Preferred Qualifications

Experience with the VTrans Learning Management System (LMS).

Knowledge of Learning Management Systems (LMS) and how business processes and workflows translate into system functionality and workflows.
