Class Definition | Administrative, mentoring, training and technical work involving the operation of the Radiological Health Programs within the Environmental Health Division of the Department of Health. Significant interaction occurs with other Health Department officials; staff of other state agencies; registrants, employers, employees; and with the general public. Work is performed under the supervision of the Radiological Health Program Chief. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Significant contributions to organizing and coordinating a comprehensive radiological health program for evaluation and control of ionizing and non-ionizing radiation. Updates and implements the environmental radiation surveillance system and all radiological emergency response plans. Assists in determination of appropriate regulatory and control measures to be taken for protection of employees and the public health from radiation sources. May act for the Program Chief in his absence. Advises and assists the Chief in program planning and development, budget review, preparation or evaluation of proposed regulations or legislation, and equipment evaluation and procurement. Performs other related duties as required. A key role is safety evaluation for machine produced radiations used in health care, industry and academia. If Vermont becomes an Agreement State, safety evaluation will include for uses of radioactive materials. |
Environmental Factors | Duties are performed often in standard office setting, but with predictable need for field travel for which private means of transportation must be available, when state fleet vehicles are not available. The role may require performance of duties outside of the normal workday and workweek. Meetings with management and the general public may involve sensitive enforcement/regulatory issues and evoke strong adversary opinions, which should be positively channeled. |
Knowledge, Skills and Abilities | Considerable knowledge of modern radiological health and health physics principles and practices as related to recognition, elimination and control of health hazards. Considerable knowledge of federal, state and industry standards relating to radiological health hazards. Considerable knowledge of the equipment, techniques, and tests involved in the determination an analysis of radiological hazards. Knowledge of principles of program planning. Ability to evaluate and interpret radiological test results and draw appropriate conclusions. Ability to establish and maintain effective working relationships with associates, management and professional groups, state and local officials, and the general public. Ability to interpret and apply statutes and regulations of considerable complexity. Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation. |
Minimum Qualifications | Bachelor's degree in science, engineering, occupational health, radiological health, environmental health, or closely related field AND five (5) years or more of professional level experience in science, engineering, occupational health, radiological health, environmental health or closely related field INCLUDING two (2) years or more of experience in a formal program of radiological health. OR Master's degree or higher degree in science, engineering, occupational health, radiological health, environmental health, or closely related field AND three (3) years or more of professional level experience in science, engineering, occupational health, radiological health, environmental health or closely related field INCLUDING two (2) years or more of experience in a formal program of radiological health. OR Bachelor's degree AND seven (7) years or more of professional level experience in science, engineering, occupational health, radiological health, environmental health or closely related field INCLUDING two (2) years or more in a formal program of radiological health. |
