Class Definition | Directs administrative, planning, maintenance and supervisory work at Facilities statewide. Specialized engineering, technical and supervisory work at a professional level for the Military Department. Duties involve design and construction or major renovation of State & Federal Military facilities, contract administration and supervision of construction projects. Oversees the State Armories throughout the state. Supervision is exercised over several groups, to include administrative personnel, Federally and State funded maintenance personnel and a Military Storekeeper. Work is performed under the general supervision of an administrative superior or the department head. |
Examples of Work | Budget planning and coordination of Federal and State funding for ongoing major and minor construction and maintenance projects. Serves as project manager on a wide range of capital & minor construction projects for state & federally owned buildings. Consults with other State and Federal agencies to determine their specific requirements on a proposed project and actively directs the efforts of professional consultants on assigned projects. Participates at bid openings, awards and administers construction contracts. Confers with outside contractors engaged in construction work, inspects work in progress and recommends final acceptance of work. Oversees all work construction at State & Federal Armories. Manages special projects. Performs related job duties as required. |
Environmental Factors | Duties are normally performed in a standard office setting but a considerable amount of travel to field locations is required, for which private means of transportation may be necessary. Some property to be inspected may require climbing of significant hills and traversing rough terrain. Presence at construction or maintenance sites poses the normal hazards of such sites. Incumbents must be able to deal tactfully & strategically with members of the public, legislators, management levels at other government agencies, contractors, project engineers and architects. |
Knowledge, Skills and Abilities | Budget management and accounting principles and familiarity with The State of VT VISION Accounting system. Familiarity with funding requirements of National Guard Bureau Master Cooperative Agreement as it relates to Facilities maintenance & construction. Considerable knowledge of the principles and practices of architecture and engineering as applied to construction of buildings and their related mechanical systems. Considerable knowledge of modern building construction methods, materials, practices and procedures required during construction. Considerable knowledge of construction contract management and payment procedures. Considerable knowledge of state building codes and related regulations dealing with building construction. Ability to design buildings and related facilities and to prepare drawings and specifications. Ability to work with computer assisted design programs. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Awareness of supervisory principles and practices. |
Minimum Qualifications | Bachelor's degree in Business management, Operations Management & Supervision, Engineering, Architecture, or Construction Management, AND four (4) or more years in building or plant maintenance and repair work, or building construction related field PLUS three (3) or more as a supervisor. OR High School diploma, trade school graduation or equivalent AND eight (8) or more years in building or plant maintenance and repair work, or building construction related field PLUS three (3) or more as a supervisor. |
Preferred Qualifications | A degree or coursework in construction, architecture or engineering. Professional Engineer or Architect licensed in Vermont, Certified Facilities Manager, Facility Management Professional, or Certificate in Facility Management, Journeyman in Electrical, Mechanical or Plumbing, Licenses for LP, NG systems, fuel oil. |
Special Requirements | Incumbents of this job are issued a Department of Defense Common Access Card (CAC), which is issued only upon passing a federal background check (Tier 1) including a fingerprint-supported criminal record check. Candidates must obtain the CAC for successful completion of original probation. Possession of the CAC is a condition of employment. |
