Class Definition | Administrative, supervisory, fiscal management, policy development and planning work in overseeing the analysis, remediation, and enforcement of multiple and highly complex environmental contamination sites. Responsible for recommending solutions to varied and controversial violations to protect public health and the environment. Has final authority for decisions that impact violators with considerable expenses. Balances the public good with economic realities. Interacts extensively with a wide variety of federal, state and local officials, as well as private consultants and representatives of industry and the service sector. Chairs and facilitates statewide committees. Serves as assistant section supervisor and acts on supervisor's behalf when that person is not available. Work is performed with considerable independence under the general direction of a section supervisor. |
Examples of Work | Supervises a large technical staff, who are assigned to numerous environmental programs. Ensures that staff members have appropriate training and are knowledgeable of state statutes, regulations, policies and procedures. Provides leadership, guidance, and technical assistance to staff as they coordinate hundreds of contamination projects. Makes key determinations regarding the analysis and remediation of multiple, complex and controversial sites. Manages several federal grants and special funds. Tracks project budgets and accounts to ensure legislative authority is not exceeded. Authorizes expenditures for personal service contracts and private consultants. Provides oral and written testimony on proposed legislation, statutes or policies. Drafts and reviews policies and procedures. Facilitates long-range and strategic planning. Prepares legislative reports and testifies before legislative committees. Works closely with federal agencies to promote new environmental protection initiatives. Collaborates with the Agency Enforcement Division and Attorney General's Office in enforcement and cost recovery cases. Develops enforcement documents, completes depositions and testifies in court. Performs related duties as required. |
Environmental Factors | Duties are largely performed in an office setting. Field work may involve exposure to chemicals, gases, and hazardous liquid and solid waste as well as construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular work hours, including attendance at meetings is required. Strong differences of opinion may be encountered on a regular basis. |
Knowledge, Skills and Abilities | Considerable knowledge of hydrogeology, soil science and chemistry regarding hazardous materials movement, containment and cleanup. Considerable knowledge of state and federal regulatory programs and efforts directed at hazardous waste site management. Working knowledge of the principles and practices of public administration. Working knowledge of supervisory principles and practices. Working knowledge of equipment and procedures used to identify, contain and/or reduce hazardous materials in the environment. Working knowledge of the development and administration of contracts. Ability to establish program objectives, develop priorities, evaluate response effectiveness and measure progress toward achievement. Ability to develop effective working relationships with a variety of individuals and groups; including local, state and federal agencies, public interest groups, and industry representatives. Ability to communicate effectively orally and in writing. Ability to make and defend difficult and sometimes controversial decisions. |
Minimum Qualifications | Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND five (5) or more years of experience in a natural resources field INCLUDING or supplemented by one (1) or more years of experience supervising staff, programs, or projects. OR Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field INCLUDING or supplemented by one (1) or more years of experience supervising staff, programs, or projects. OR Eight (8) years or more of experience in an engineering, environmental, social science, data science, or natural resources field INCLUDING or supplemented by one (1) or more years of experience supervising staff, programs, or projects. |
