Class Definition

This is the second level of executive engineering responsibility within the civil engineering class structure of the Agency of Transportation. Class incumbents direct small to medium, highly technical and specialized engineering sections within the Vermont Agency of Transportation, such as Rail, Contract Administration, Traffic and Safety, and Engineering Services. An incumbent may be assigned to Maintenance Division. Duties are managerial in nature, and include assigning and reviewing projects as well as managing an Agency-wide program to achieve division objectives. A class incumbent is also a technical expert in more than one phase of transportation engineering. Incumbents receive managerial direction from an administrative supervisor and are fully accountable for the activities of their division.

Examples of Work

A managers plans, assigns, directs and reviews the work activities of a staff of engineers and technicians. Staff allocations and assignments are reviewed and adjusted as necessary to maintain project schedules. Review and formally sign off on all work performed by division staff to ensure its correctness and compliance with law, policy and procedures.

Environmental Factors

Duties are performed in office and field settings. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work may be required.

Knowledge, Skills and Abilities

Thorough knowledge of civil engineering principles and practices as used in Transportation construction, reconstruction, and rehabilitation projects.

Thorough knowledge of materials and equipment used in civil engineering projects.

Knowledge of organization management principles and practices.

Knowledge of supervisory principles and practices.

Ability to prepare a variety of regular and special engineering reports.

Ability to interpret and apply a wide variety of Agency rules, regulations, policies and procedures as well as federal and state laws to projects and assigned area of operation.

Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Associate Degree AND five (5) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

OR

High school diploma or equivalent AND seven (7) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

Note:

Some positions may require registration as a Professional Engineer (PE)
