Class Definition

This is the fourth level of management within the Vermont Agency of Transportation. Incumbents are involved in program management work at an advanced professional level. Sections managed may include Materials, Research, Structures, Highway Safety & Design, Environmental, Maintenance Districts and Construction Regions, Policy & Planning, Rail, Aviation and Public Transit. An incumbent has full responsibility for interpreting, organizing, executing and completing assignments in accordance with State and Federal guidelines and accepted engineering practices, as well as for developing and attaining section objectives which are compatible with the policies and objectives of the Agency. Supervision is exercised over lower level managers, engineers, technicians and others. Work is performed under the general direction of a Division or Bureau Director.

Examples of Work

Plans, organizes and supervises forces of managers, engineers, planners and policy analysts, technicians and others in the development and attainment of Agency policies and objectives. Analyzes workloads, staffing and consultant usage, and recommend appropriate budgetary and program actions. Prepares and monitors section and project budgets. Monitors and evaluates the performance of contractors and consultants performing major construction, policy, planning and research activities within the state; negotiates change orders recommends final acceptance of projects. Establishes section procedures and practices and evaluates their progress and results. Identifies problems and directs corrective measures. Provides coordination and liaison with other sections, divisions and regions within the Agency, plus the Federal and local governments as appropriate. Coordinates and collaborates with other state agencies and external stakeholders on projects and initiatives. Evaluates training needs and develops training programs to fulfill those needs. Provides administrative and professional engineering work involving both construction and maintenance activities within a maintenance district. May manage one or more capital improvement programs as part of statewide effort to maintain and improve transportation services. Manages several multi-disciplined engineering, planning and research teams and has overall responsibility for assigned projects from initial design to completion. Assigns programmed projects to appropriate staff, provides necessary resources and reviews the scope of work to be developed. Provides expert testimony in public hearings or in court. Serve as chair on Agency committees. May represent the Agency on AASHTO subcommittees. May serve as Incident commander for Maintenance District emergencies (such as flooding).

Participates in the formulation of Agency policies and procedures. Develops, reviews and approves contracts, contract amendments and consultant invoices. May act as director of a division within the Agency of Transportation. Performs related work as required.

Environmental Factors

Duties are performed in offices, and in the field. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work will be required. A variety of strong adversarial opinions may be encountered.

Knowledge, Skills and Abilities

Thorough knowledge of civil engineering principles and practices as used in Transportation construction, reconstruction, and rehabilitation projects.

Thorough knowledge of organizational management principles and practices.

Considerable knowledge of principles and practices used in transportation construction.
Working knowledge of supervisory principles and practices.

Ability to prepare a variety of engineering, planning, policy and research reports and project documentation of considerable complexity.

Ability to interpret and apply a wide variety of Agency rules, regulations, policies and procedures as well as state and federal laws to section activities.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Associate Degree AND seven (7) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

OR

High school diploma or equivalent AND nine (9) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

Note:

Some positions may require registration as a Professional Engineer (PE)
