Class Definition

Analytical, research, policy development, legislative, regulatory and coordinating work at a senior level for the Agency of Natural Resources (ANR). Duties involve agency-wide, inter-agency and public coordination to address regulatory, legislative, and policy issues related to ANR's mission and responsibilities. Work is performed as a member of the ANR Office of Planning and Policy under the direct supervision of the ANR Planning and Policy Director.

Examples of Work

Provides advisory guidance, coordination and leadership for the overall creation and implementation of ANR policy and regulatory review projects. Leads management of most complex regulatory review projects. Evaluates ANR policies and regulatory positions to assure that they are internally consistent and consistent with other state agency policies and plans. Serves as staff advisor to the Planning and Policy Director on a broad range of public policy and legislative issues and assists with oversight of other team members. Develops policy, regulatory and operational strategies for ANR and serves as a policy analyst. Represent ANR on internal and external Boards and Committees established to address significant policy and planning issues. Serve as the liaison to other executive branch agencies to resolve inter-agency conflicts and develop inter-agency policies and plans. Performs other duties as assigned.

Environmental Factors

Duties are performed in a standard office setting, with occasional field visits. 

Knowledge, Skills and Abilities

Considerable knowledge of planning principles and practices

Working knowledge of the principles and practice of public administration; ability to analyze and evaluate the potential effects of policies and programs

Ability to mediate disputes and solve complex problems

Ability to communicate effectively, both orally and in writing

Demonstrated interest, commitment and knowledge in environmental, energy, climate change and land use issues

Minimum Qualifications

Master’s Degree in Land Use Planning, Environmental Studies, Environmental Science, or law and four (4) years of experience in land use, natural resources, energy planning or environmental law. 

OR 

Bachelor's Degree in Land Use Planning, Environmental Studies, Environmental Science and five (5) years experience in land use, natural resources, energy planning or environmental law. 

OR 

Seven (7) years of work experience in land use, natural resources, energy planning or environmental law.
