This position is the fourth of five levels in the series. Class incumbents are allowed considerable latitude where the guidelines and system limits allow for flexibility in adapting or combining numerous options, any of which could be correct, into practical approaches depending on the situation. May lead or may supervise one or more teams providing forms of Information Technology support to end users. Technical work providing support for the operation of large and small computer systems, all operating systems, and hardware configurations for a department or agency of Vermont State Government. Class incumbents may function as the supervisor or team leader of focused work groups on a regular basis. The incumbent is a technical expert in multiple areas of information technology (IT). The incumbent will perform assignments with a high degree of independent action and will normally provide training and instruction to entry level Specialists. Duties are performed under the supervision of an administrative or technical supervisor.

Examples of Work

Performs more advanced diagnosis and troubleshooting of computer hardware and software issues. Provides instruction and guidance of global issues to Agency end users. Provides vendor management as well as works with vendors to find resolutions to complex issues. Manages contract and IT procurement functions for agency wide departments and programs. May ensure compliance with and must adhere to a change management process. Reviews and recommends computer lifecycle purchases and executes annual plan/schedule for computer deployments across agency/department. Member of IT statewide or agency wide steering committees. Assists with major project's research, scope definition, design and implementation. Collaborates with other IT unit leaders to establish optimal solutions to computing problems. May supervise staff, assign work, review tasks, and ensure effective resolution of issues. Performs related duties as required.

Environmental Factors

Work is generally performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Tact and diplomacy is required in dealing with vendors and management. Work outside of regular work schedule should be anticipated.

Knowledge, Skills and Abilities

Considerable knowledge of appropriate computer programming languages and techniques.

Considerable knowledge of operation, characteristics, and capabilities of computer hardware and peripherals, storage devices, desktop and enterprise software, mobile device management, and imaging.

Strong analytical skills, particularly as involves unit function, sequence of operations, and necessary outcomes.

Strong customer service skills including analytics and communication.

Awareness of budgetary and planning techniques and procedures.

Ability to convert user specifications into a successful data processing application.

Ability to communicate effectively, both orally and in writing.

Ability to evaluate system performance.

Ability to evaluate and estimate system development costs.

Ability to establish and maintain effective working relationships.

Ability to work under pressure from deadlines.

Knowledge of supervisory principles and practices.

Minimum Qualifications

Bachelor's degree in computer science AND two (2) or more years of experience in computer or network support, programming or analysis, or database administration.

OR

Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND four (4) or more years of experience in computer or network support, programming or analysis, or database administration.

OR

Six (6) or more years of experience in computer or network support, programming or analysis, or database administration.
