Class Definition | Supervisory and administrative work involving planning and managing the installation and maintenance of fiber optic cabling along major highway routes throughout the state. Incumbent will direct highly technical or specialized engineering units within state government and partnering private sector. Work involves independence in assuring completion of work assignments; and responsibility and accountability for work performed by state agency and private sector staff. May provide oversight of all engineering, analytical, monitoring, and reporting requirements to ensure compliance with federal and state laws and regulations of projects. |
Examples of Work | Reporting to the Director of ConnectVermont, manage and coordinate the planning, installation, and maintenance of fiber optic cabling and infrastructure along major highways throughout the state. Works with AOT Policy & Planning, Program Development, and Operations Departments along with the private sector to develop safe and effective work plans to implement fiber optic infrastructure. Works with Agency of Commerce and Community Development to oversee the ConnectVermont Program. Prepares Requests For Proposals and approves the implementation of new fiber optic technologies. Communicates the state's objectives and needs to common carriers, interconnect companies, consulting firms, and contractors. Provides leadership, guidance, and motivation to staff; and plans, directs, and reviews work activities and performance. May assist program manager or director in managing program. Performs related duties as required. |
Environmental Factors | Duties are largely performed in an office setting; however, some field travel may be required for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis. |
Knowledge, Skills and Abilities | Considerable knowledge of fiber optic industry including construction, installation and maintenance. Considerable knowledge of project management and project management tools and practices. Considerable knowledge of contract administration. Knowledge of civil engineering principles and practices used in the transportation field regarding utility construction along right-of way. Knowledge of budgetary and planning techniques and procedures. Ability to interpret and apply a wide variety of Agency rules, regulations, policies, and procedures as well as federal and state laws to projects and assigned area of operation. Ability to support, influence, guide, and discipline private and public sector personnel. Ability to logically analyze, evaluate, and resolve project problems and issues. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships. Ability to work independently and to orchestrate multiple activities simultaneously to accomplish goals. |
Minimum Qualifications | Five (5) years or more of experience in fiber optic construction, installation, maintenance, or project management. |
Preferred Qualifications | Bachelor’s degree in engineering or related field. |
