Class Definition

Incumbents provide administrative and specialized program leadership for statewide programs and systems; or leads a workgroup, team, unit, or section, including policy development, policy analysis, planning, coordination, administrative, and advisory work. Scope of role includes substantial financial, and programmatic impact. Incumbents supervise a variety of systems and functions including other professionals.

Examples of Work

Works with assigned programs, workgroup, team, unit, or section and is responsible for insuring that all assigned activities and resources are properly coordinated. Monitors the work of the group to ensure that all requirements and standards are met. Works with management to insure the coordination of the group activities with the goals and objectives of the Department. Serves as an advocate for the group to obtain support for its programs and projects both within the Department and in the broader educational community. Assists with the development and monitoring of assigned budget and may track federal funds or directly manage such funds. May be authorized to approve and sign off on reports, grant requests or grant awards. Performs related duties as required.

Environmental Factors

Work is generally performed in a standard office setting, but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.

Knowledge, Skills and Abilities

Considerable knowledge of one or more of the educational or technical specialties of assigned Work Group.

Considerable knowledge of the field of education in general and awareness of developments and programs in other jurisdictions.

Considerable knowledge and skill in planning, developing, and coordinating programs and initiatives.

Ability to prepare reports of considerable complexity.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Bachelor’s degree in education, public administration, or related field AND five (5) years or more at a professional level education, program development, or leadership role in a public or private educational institution.

OR

Three (3) years or more as an Education Programs Coordinator I with the State of Vermont.

Preferred Qualifications

Master’s degree.
