Class Definition

Management, supervisory, professional, and technical work involving all aspects of the school-based health services provided by Vermont school districts. Work involves overseeing all aspects of the School-Based Health Services Program, including generating grant reimbursement payments to schools, claims allocations, managing program and policy decisions and researching and implementing best practices. Maintenance of the program auditing system and file audit requirements. Performing analysis of program trends and creation of program reports for the agency. There is considerable interaction with a wide variety of people including state and federal Medicaid personnel, school personnel, physicians, and other State of Vermont agency employees. This position supervises a staff of Specialists.

Examples of Work

Research Medicaid and special education requirements to maintain a system with integrity that is the least burdensome to school districts. Interprets state and federal statutes regarding program requirements. Monitors claims processed and creates grant payments to supervisory unions for their share of the Medicaid funds earned in accordance with statute. Coordinates work with the Department of Vermont Health Access, Vermont's Medicaid claims processor, and Agency of Human Services. Works individually with supervisory unions to provide on-going technical assistance. Creates training materials and participates in statewide training of school personnel on what can be billed to Medicaid, program standards and requirements. Develops materials for use in the program and information for parents and school districts, including an annually updated comprehensive program manual. Supervises the Education Medicaid Specialists in all aspects of their job requirements. Analyzes program trends, creates group audit schedules, and is an active participant in all group audits throughout the state. Performs related duties as required.

Environmental Factors

Duties are generally performed in a standard office setting but there will be some travel required for which private means of transportation must be available. Work involves dealing with a wide variety of people and groups with diverse and strongly held opinions.

Considerable knowledge of Medicaid programs as they relate to School-based Health Services.

Considerable knowledge of modern office practices including computer programs for word processing, databases and spreadsheets.  

Knowledge of all Microsoft Office programs. 

Considerable ability to understand, interpret and apply state and federal regulations and directives pertaining to Medicaid and health care providers.

Knowledge of budgetary principles and fiscal procedures. 

Ability to communicate orally and in writing with clarity and precision.

Ability to establish and maintain positive effective working relationships.

Ability to develop, organize and deliver training.

Ability to establish and maintain positive effective working relationships.

Ability to negotiate diplomatically, effectively, and positively with heads and officers of supervisory unions, state agencies and programs.

Minimum Qualifications

Four (4) years or more of experience with Medicaid or other health insurance, school-based health services, state/federal program compliance, or related field INCLUDING one (1) year or more of supervisory, management, or team lead experience.

Preferred Qualifications

Bachelor's degree in business, accounting, education, public administration, or human services.

Experience in accounting or financial management.
