Class Definition | WFD Supervisory, administrative and project planning work for the Vermont Department of Labor, Workforce Development Division. The position reports to the District Manager, but is also responsible for tasks that may be assigned by the Division Director, Assistant Director or the Commissioner. Duties include supervision of staff, operations, programs and performance at the district level, including all offices in that region; approval of services to clients, and ensuring compliance with federal and state programs and laws. Will be responsible to supervise, train and evaluate staff; assign, review and approve work and final product; apply corrective performance or progressive disciplinary actions with staff; and be able to motivate, energize and lead the staff to successful program and client-oriented results. |
Examples of Work | Assists the District Manager in the overall supervision of the District staff. The WFD Supervisor will supervise positions at the district office level, as determined by the District Manager or Division Director, including career development facilitators and career resource specialists. Must be competent to understand, interpret and provide guidance on complex rules, regulations or policy. Ensure that staff members are trained and fully knowledgeable about programs administered by the WorkForce Development Division. Must keep staff updated on the details of changes in the programs. Ensure that staff members have a working knowledge of the programs and services provided by other divisions of VDOL, as well as services and resources of other partner agencies and other entities. Plan and administer program services to clients in productive and measurably successful ways. Must demonstrate a strong commitment to assist and serve all Vermonters, including those with employment barriers, to achieve their employment goals and economic security. The WFD Supervisor is required to arrange coverage for each office in the region by carefully managing staff time and leave, and as necessary, will be required to travel to an office to provide and ensure that coverage is met. The WFD Supervisor will cover for the District Manager during his/her leave time or, in the case of longer-term absences, as directed by the Division Director, Assistant Director or Commissioner. Serve as a resource for staff on programmatic issues. Must be able to handle personnel issues in a confidential and sensitive manner, and follow all department and state provisions for personnel matters. The WFD Supervisor must act as a team player with department management. The WFD Supervisor is required to maintain a Workforce Investment Act, (WIA), caseload and provide direct service to job seekers under the WIA program. The WFD Supervisor is responsible for daily supervision of WIA training programs and case managers throughout the district. This responsibility includes: case file auditing, error remediation, training new staff, tracking and controlling expenditures. The WFD Supervisor assists in tracking and managing the district's activities, capturing data from WIA and Wagner Peyser to meet Division performance standards. The WFD Supervisor promotes the consistent delivery of services throughout the region in accordance with all federal and state WIA policy. The WFD Supervisor reports to the Division Director and Commissioner the economic, employer, workforce, and partner organization, issues in the region that could affect the district, and promptly advises the District Manager and Division Director. The WFD Supervisor will assist in representing the Vermont Department of Labor (VDOL) in meetings with employers, the public and service partners in order to facilitate service delivery throughout the district. The WFD Supervisor will facilitate productive and collaborative meetings and work to build effective relationships. The WFD Supervisor will ensure the efficient use of limited state/federal resources. The WFD Supervisor will assist in tasks such as job fairs, planning and providing rapid response activities and other career exploration activities with employers. The WFD Supervisor reviews staff-to-client presentations to ensure the Vermont Department of Labor is represented in a professional and responsive manner which enhances the goals of the VDOL and our clients. The WFD Supervisor may participate in the interviewing, selection and training of new employees. |
Environmental Factors | Duties are typically performed in a standard office setting, with considerable travel between locations. Private means of transportation must be available. Evening and weekend hours are part of the job and must be anticipated. |
Knowledge, Skills and Abilities | Knowledge of workforce development and training principles Working knowledge of federal and state job training programs Knowledge of local and district labor markets, particularly as it influences employer needs and labor force availability. Must be able to interpret and apply rules and policy pertaining to VDOL programs, such as WIA, Wagner Peyser, Veterans, Youth, TAA and other programs. Must be able to work effectively and cooperatively with all VDOL management and staff, clients, partner agencies, community and advocacy organizations, business organizations, labor organizations, community groups, educators, and other organizations Must understand the social and economic issues and challenges faced by certain clients, and be committed to assist them to be successful. Must have a strong and sincere commitment to assist persons facing barriers to employment. Must have strong ability to review, analyze, interpret and provide clear and timely direction to staff relating to work decisions and program interpretation. Must be able to use utilize sound and thoughtful judgment in interpreting and administering federal programs and policies; federal and state law; state of Vermont rules and regulations, and VDOL protocols, rules and policies. Knowledge of data management practices, ability to generate reports and interpret statistics Must have demonstrable, strong public speaking and writing skills Must have outstanding ability to establish and maintain effective working relationships. |
Minimum Qualifications | Bachelor's degree AND two (2) years or more of experience at or above a technical level in workforce development, employment services, human resources, labor relations, human services and/or direct client case services and program delivery, public administration. OR Associate's degree AND three (3) years or more of experience at or above a technical level in workforce development, employment services, human resources, labor relations, human services and/or direct client case services and program delivery, public administration. OR High School diploma or equivalent AND five (5) years or more of experience at or above a technical level in workforce development, employment services, human resources, labor relations, human services and/or direct client services and program delivery, public administration. |
