Class Definition

Senior level program management position. Administration of the multi-faceted Workforce Expansion System (WES), a network of regional Workforce Expansion Teams (WET) led by a regional Workforce Expansion Coordinators, whose work aligns with and carries out the workforce strategies outlined in the State Workforce Plan, the priorities of the State Workforce Development Board, and the Department of Labor. Duties are performed with significant independence under the general direction of the Workforce Development Director. This position supervises the Workforce Expansion Coordinators and other Workforce Expansion System employees. The role involves significant interaction with other Divisions, department staff, other state and regional agencies, businesses, education partners and non-profit organizations.

Examples of Work
  • Oversee the creation and implementation of the Workforce Expansion System (WES) as enacted by State legislation.
  • Develop administrative processes and procedures that regulate and measure the success of project operations.
  • Provide guidance and technical assistance to the Workforce Expansion Teams (WETs), ensuring consistency across the state and alignment with program intent and legislative requirements.
  • Facilitate state and federal level subject matter expertise to WETs. 
  • Represent the regional WES at statewide convenings and meetings, and may represent the Department on external committees. 
  • Facilitate the development and delivery of labor market information to support regional discussion, strategic planning, and decision making in addressing regional workforce expansion issues. 
  • Develop consensus methods of collaboration, information sharing, and stakeholder engagement as outlined in the statewide WES Memorandum of Understanding
  • Contribute capacity to address and support state activities related to workforce development, expansion, and alignment. 
  • Recommend and promote investments that improve and expand regional capacity to strengthen networks who assist jobseekers, workers, and employers in connecting.
  • Champion the state’s overarching goal of helping workers find jobs and employers find workers.
  • May advise Workforce Development System partners on policy and regulatory strategies to enhance system performance and improvement.
  • May conduct gap analysis activities.
  • Performs other program administration related duties as assigned.
Environmental Factors

Duties are performed predominately in an office setting. Private means of transportation should be available for travel when appropriate. Incumbents must be adaptable and able to work within tight deadlines and under considerable stress. Some evening and weekend duty may be necessary.

Knowledge, Skills and Abilities
  • Considerable knowledge of the principles and practices of public administration and workforce development. 
  • Considerable knowledge of project management principles and procedures. 
  • Considerable knowledge of administrative practices and principles. 
  • Knowledge of state and federal laws, rules and regulations applicable to the workforce development system. 
  • Strong aptitude for and ability in oral and written communications. 
  • Ability to effectively supervise and lead a small team of regional coordinators to implement a consistent and effective statewide program. 
  • Ability to build effective working relationships, manage conflict and facilitate group meetings. 
  • Ability to analyze, make recommendations for improvements and implement program policies and procedures. 
  • Ability to prepare and deliver clear, concise, timely and persuasive reports, both orally and in writing. 
  • Ability to correctly interpret and apply statutes and regulations of considerable complexity. 
  • Ability and synthesize and filter a broad range of information
  • Ability to exercise independent judgment and maintain professional boundaries when working with partners.
  • Ability to organize and manage multiple projects and processes simultaneously.

Minimum Qualifications

Bachelor's degree in human services, human resources, business administration, management or public or non- profit administration AND three (3) years progressively responsible experience in employment services, economic development, or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.

OR

Associate's degree in human services, human resources, business administration, management or public administration AND five (5) years progressively responsible experience in employment services, economic development, non-profit or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.

OR

High School diploma or equivalent AND seven (7) years progressively responsible experience in employment services, economic development, or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.
