Class Definition

Managerial, planning, administrative and outreach work for the Department of Labor involving management and supervision of operations in a Career Resource Center within two or more geographic districts. Duties include implementation of a variety of departmental programs, provision of assistance to job applicants and employers and cooperation with community organizations for workforce development. Supervision is exercised over a professional and administrative staff. Work is performed with substantial independence under the direction of the Workforce Development Director.

Examples of Work

Managerial and administrative work coordinating and monitoring staff policy input, operational management and evaluation at a professional management level and responsible for the operations and supervision of multiple resource centers for the Vermont Department of Labor (VDOL). Manages regional training funds, oversees allocations to case managers and program expenditures. Coordinates resources and determines the overall distribution of services to ensure effective service delivery for the region. Ensures the offices performance measurements and monitors continuous quality improvement efforts. Ensures that all VDOL programs are administered according to current federal, state and department regulations and procedures. Manages and oversees the accurate and timely administration of a variety of employment and training programs. Monitors quality and quantity of services provided through case record reviews, staff performance evaluations and feedback from clients, the public and other service providers. Interprets policy and makes decisions on difficult, controversial or unusual case situations. Helps to implement workforce development efforts in the region, including cooperating and assisting in the planning for regional workforce efforts. Coordinates programs and resources with other state department managers, local community leaders and service provider organizations. Evaluates region's service gaps and priorities, establishes intervention strategies, and coordinates service delivery systems, staff time and community resources to best meet employer and job seeker needs. Assists employer by referring them to appropriate staff persons regarding labor and employment issues. Assists in economic development efforts, including making presentations to prospective employers on Labor Market Information. Hires, trains, evaluates and disciplines resource center office staff. Approves financial expenditures such as staff timesheets, travel and recommends office computer and equipment needs. Performs, oversees and implements a variety of special projects. Proposes policy or procedural changes. May develop, implement and evaluate pilot projects to achieve greater office efficiency and successful outcomes. Performs related duties as required.

Environmental Factors

Duties are performed primarily in a standard office setting. Substantial travel will be required to regional offices, employer premises and to community meetings, for which private means of transportation must be available. Considerable interaction with public and private groups throughout the districts will be required. Work outside of normal office hours should be expected.

Considerable knowledge of reading, interpreting and effectively applying complex rules and regulations.

Considerable knowledge of economic and workforce development issues, principles and policies.

Considerable knowledge of the principles and practices of supervision and management.

Working knowledge of federal and state job training programs.

Considerable knowledge of how to assess employer needs and Labor Market Information.

Ability to apply due process to applicant rights under department program guidelines.

Working knowledge in utilizing statewide programs to assist with local needs.

Working knowledge in evaluating organizational operations and to recommend effective changes.

Working knowledge of federal and state statutes, rules and regulations and contracts pertaining to labor issues.

Working knowledge of the use of computer information systems, word processing, database and spreadsheet software.

Ability to remain objective and to maintain professional boundaries when working with individuals who may present a variety of emotions and behaviors.

Ability to communicate effectively in writing and orally.

Minimum Qualifications

Bachelor's degree in human services, human resources, business administration, management or public or non- profit administration AND three (3) years progressively responsible experience in employment services, economic development, or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.

OR

Associate's degree in human services, human resources, business administration, management or public administration AND five (5) years progressively responsible experience in employment services, economic development, non-profit or public, business or personnel administration, including two (2) years or more in a supervisory or managerial role.

OR

High School diploma or equivalent AND seven (7) years progressively responsible experience in employment services, economic development, or public, business or personnel administration, including four (4) years or more in a supervisory or managerial role.
