Class Definition | Planning and administrative work for the Vermont Department of Labor (VDOL) involving interpretation and implementation of WIOA and Wagner/Peyser rules as well as other State and Federal programs to assist the Department and the One-Stop Career Center System. Duties include oversight of special projects and of the integration of a variety of programs, rules and strategies to improve implementation of Federal and State programs within VDOL including the One-Stop system. Supervision may be exercised over a professional staff that would be assisting with a special project. Work is performed under the supervision of the Director of Workforce Development. |
Examples of Work | Oversees development and implementation of all Workforce Development programs involving rule and procedural interpretation including the One-Stop Career Center System. Advises the Director through research, analysis and interpretation to identify and rectify procedural deficiencies. Develops strategies to enhance VDOL programs implementation and to ensure correct and consistent application of those strategies. May assist with and prepare grant applications, produces required reports, and ensures that grant requirements are achieved within specified timelines. Oversees development of continuous improvement strategies to assOess effectiveness of current activities and to enhance customer satisfaction. Supervises programs to train staff in new programs and technology. Performs, oversees and implements a variety of special projects to provide assistance to new and expanding employers. May also assist with Workforce Education and Training Fund and other Federal or State grants. Performs related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting. Meetings with employers may require extensive in-state travel, for which private means of transportation must be available. |
Knowledge, Skills and Abilities | Considerable knowledge of the principles and practices of program development. Considerable knowledge of grant application procedures. Considerable knowledge of Workforce Development programs and the role of district offices in their implementation. Thorough knowledge of the One-Stop system and its associated grant requirements. Considerable knowledge of the principles and practices of program evaluation. Considerable knowledge of continuous improvement principles and techniques. Ability to develop program guidelines and procedures consistent with funding requirements. Ability to analyze a wide variety of data and to draw valid conclusions. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Ability to identify problems in service provision to the business community and to recommend effective solutions. Ability to effectively integrate related regional and community partners and organizations with departmental resources. Ability to combine and integrate resources from a variety of sources into a more effective service delivery system. |
Minimum Qualifications | Master's degree or higher AND one (1) year or more of experience at a professional level in business or personnel administration or in employment services. OR Bachelor's degree AND three (3) years or more of experience at a professional level in business or personnel administration or in employment services. OR Associate's degree AND five (5) years or more of experience at a professional level in business or personnel administration or in employment services. OR High school diploma or equivalent AND seven (7) years or more of experience at a professional level in business or personnel administration or in employment services. |
