Class Definition | Managerial, supervisory, and administrative duties for the Vermont Department of Labor involving high level accountability and oversight of day-to-day operations within the Unemployment Insurance & Wages Division, with specific delegation of responsibility for Vermont's Unemployment Claims Center or Employer Services Unit. Position involves responsibility for wage records, field audits, fraud investigations, oversight of claims intake, special benefit programs, high levels of interaction with public entities, delinquent unemployment taxes, and adjudication of disputed claims. Supervision is exercised over lower level supervisors and a large technical staff. Work is performed under the direction of the Unemployment Insurance & Wages Director. |
Examples of Work | Assists in the planning, coordination, and supervision of sections within the Unemployment Insurance & Wages Division. Plans, assigns, supervises, and reviews the work of subordinate staff. Hires and trains subordinate staff. Assists in formulating and implementing section policies and procedures. Acts as the Division's representative at a variety of meetings, and on concurrent projects, studies and committees. May attend legislative hearings as directed by the UI & Wages Division Director and provide technical support as directed. Interacts with Vermont Employers (Company CEO's, Presidents, Owners, Human Resource Staff) to provide assistance and guidance on UI programs and optimal employer utilization. Works directly with clients to resolve complaints and/or assist with the unemployment insurance claims processing systems. Collaborates with federal and state peers on various unemployment insurance policy, practices, operations and trainings. May oversee activities such as fact finding, adjudication of disputed claims, and several benefit programs at Vermont's Unemployment Claims Center. May make determinations pertaining to coverage of employers under the law. May collect and monitor data for required federal reports. May advise employers and others regarding the provisions of unemployment compensation law as it pertains to collection of contributions. May represent the Department on employer appeals before an Administrative Law Judge or before the Employment Security Board. May testify on behalf of the unemployment Insurance & Wages Division at Administrative Law Judge and board hearings. Participates in the development, refinement and implementation of automated systems. Maintains high level of public trust, public responsibility and upholding all laws and policies governing programs of responsibility. May act as the UI & Wages Director in his or her absence. Performs other duties as delegated by the UI & Wages Director as needed. |
Environmental Factors | Duties are performed in standard office setting. Good human relations skills are needed to deal with upset or irate employers and claimants. Occasional travel may be required for which private means of transportation must be available. |
Knowledge, Skills and Abilities | Considerable knowledge of Federal & State rules, regulations, policies and procedures pertaining to the Unemployment compensation or similar law. Ability to problem solve routine and non-routine problems by researching and evaluating the problem and by thinking ahead to ensure the final resolution does not encounter unintended consequences. |
Minimum Qualifications | Bachelor's degree or higher AND EITHER three (3) years or more experience in unemployment compensation, employment services, labor/industrial relations, or legal work INCLUDING one (1) year or more of supervisory or management experience OR three (3) years or more experience in the field of human resources with a concentration in benefits or labor relations, investigations, or federal/state unemployment compensation laws and regulations INCLUDING one (1) year or more of supervisory or management experience. OR Associate's degree AND EITHER five (5) years or more experience in unemployment compensation, employment services, labor/industrial relations, or legal work INCLUDING one (1) year or more of supervisory or management experience OR five (5) years or more experience in the field of human resources with a concentration in benefits or labor relations, investigations, or federal/state unemployment compensation laws and regulations INCLUDING one (1) year or more of supervisory or management experience. OR High school diploma or equivalent AND EITHER seven (7) years or more experience in unemployment compensation, employment services, labor/industrial relations, or legal work INCLUDING two (2) years of supervisory or management experience OR seven (7) years or more experience in the field of human resources with a concentration in benefits or labor relations, investigations, or federal/state unemployment compensation laws and regulations INCLUDING two (2) years or more of supervisory or management experience. |
