Class Definition

This position is primarily responsible staff training and development for the Division of Vocational Rehabilitation (DVR). This includes creating and delivering trainings across the organization, and planning/program development in a human-services setting.  Work is performed with significant independence under the general direction of an administrative superior. 

All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

This position is responsible for making sure staff have the training and support they need to use the AWARE case management system. This includes coordination and support of the district AWARE trainers, planning and implementation of quarterly in person trainings for new and veteran staff, working with subject matter experts to determine the best ways to deliver content and monitor staff achievement of learning goals. 

This position must work with the DVR Senior Leadership Team to develop training and staff development strategies to support the agencies strategic goals. For example, under the Workforce Innovation and Opportunity Act (WIOA) DVR must increase the number of consumers achieving credentials and higher wage employment. This position must work with the leadership and subject matter experts to design and implement training strategies the information and tools they need to support consumers achieve this goal.  

This position oversees the implementation of motivational interviewing as a practice for counselors statewide. This includes the development and implementation of training in motivational interviewing for all counseling staff. It also includes supporting up to twelve motivational interviewing coaches in each district office, to support and encourage local practice of motivational interviewing techniques. 

Additional examples of work are as follows:

  • Creating and maintaining a Training Calendar, that includes approximately 24 training options for all staff that documents all required and optional, internal and external trainings that are available in the coming month. 
  • Serve as the Commission on Rehabilitation Counselor Certified liaison. This position manages trainings that are CRC eligible both in content, length, and attendance.. Using the CRCC Dashboard to submit content requests for credit and attendance lists post training. Manages the CRC Cohort MS Teams Channel to assist and track staffing needs. 
  • Manage a trainings recordings library, creates content, edits videos and keeps up to date to ensure content is accurate and accessible. 
  • Member of the Central Office Case Review Team, review 20 cases per quarter then review results and provide analysis and discussion and identify training needs that come out of the case review results. 
  • Co-facilitate and support weekly, statewide Office Hours. To meet the training needs of all DVR staff in conjunction with the QA Manager and the Planning and Evaluation Unit Manager, facilitate weekly one-hour trainings for all staff that help increase the knowledge bas of all staff and improve case work and data entry. 
  • QA Team, support and participate in the QA Team under our QA Manager. Implement training strategies gained from QA results. 
  • Vermont Association of Business Industry and Rehabilitation (VABIR) collaboration with management in ensuring alignment with the training we offer staff around the State. 
  • Hybrid Technology support, as our work evolves this role must stay up to date on the systems to deliver services. This role participates in Office 365 bi-weekly trainings, Green Belt Network and other training opportunities to educate and support staff around the state in managing technology. 
  • Meeting support and co-facilitation of many meetings 
Environmental Factors

Duties are performed primarily in a standard office setting, but with frequent statewide travel required for which private means of transportation must be available. Some work outside of normal office hours may be required. Stress from deadlines and from balancing of multiple priorities may be anticipated.

Knowledge, Skills and Abilities
  • Considerable knowledge of effective training strategies and modalities for a diverse group of adult leaners A working knowledge of online and remote training tools 
  • Considerable knowledge of vocational counseling techniques and practices including motivational interviewing and solution-based counseling. 
  • Thorough knowledge of the educational and other requirements of the Rehabilitation Services Administration.
  • Considerable knowledge of organizational development principles and strategic planning models.
  • Considerable knowledge of the Americans with Disabilities Act and of the Rehabilitation Act of 1973 as amended under WIOA.
  • Working knowledge of computerized communications and data management systems.
  • Ability to develop and apply evaluation tools for the identification of program needs and to coordinate development of remedial initiatives.
  • Ability to present complex information in understandable language to a broad range of audiences.
  • Ability to perform job duties within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.
     
Minimum Qualifications

Master's degree in public administration or a human services field AND two (2) years or more of experience in either a program providing services to people with disabilities including planning or program development OR in developing and facilitating trainings as a primary role.

OR

Bachelor's degree AND three (3) years or more of experience in either a program providing services to people with disabilities including planning or program development OR in developing and facilitating trainings as a primary role

OR

High School Diploma or equivalent AND five (5) years or more of experience in either a program providing services to correctional staff, including planning or program development OR professional level experience in education, training, or staff development work.
