Class Definition

Planning, coordination and development at a professional level for performance management involving process analysis, program evaluation, data analysis and spatial analysis. Duties include the design, implementation and management of performance information and reporting systems. Duties also include ensuring data integrity, standardization and the development of ad hoc and technical reports. Work is performed under the direction of the Chief of Performance, unit supervisor or project manager.

Examples of Work

Oversees the overall design and management of disparate tools and applications to form a cohesive solution to performance management for organizational, infrastructure and results based performance. 

Oversees projects and efforts with IT coordinating the development of necessary tools, systems development and future enhancements to support performance management.

Oversees design, implementation and management of Agency performance tools, visualizations and portal.

Oversees the development and management of public facing performance tools, visualizations and portal.

Technical lead with business units in the identification of source data systems, analysis methods and reporting requirements.

Reports activities associated with Federal Performance requirements.

Produces technical reports and advanced data analysis to the business units.

Develop and design the review and management of a data quality effort.

Develop spatial data analysis for disparate but spatially related datasets.

Participate in the development of overall performance management. Lead for strategic performance planning efforts regarding the technical development and data visualization.

Collaborates with internal and external leadership on data management standards and organizational performance.  

May collaborate with other state or federal partners in performance management projects.

Performs related duties as required.

May represent Performance Section on Agency committees and/or meetings.

Management and evolution of the vision for the program including the awareness of current trends and advances in PM and the identification of future initiatives.

High awareness of current trends and topics in PM.

Participates in a variety of section and agency initiatives.

Environmental Factors

Duties are performed primarily in a standard office setting.

Occasional travel may be required.

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of Performance Management.

Thorough knowledge of the principles and practices of Information Systems Management.

Thorough knowledge of data visualization methods and techniques.

Ability to lead the design and development of systems to for current and future reporting capabilities. 

Thorough knowledge of the principles and practices of public administration.

Ability to develop and manage data processing routines to generate added value to existing datasets

Ability to analyze complex problems and to develop and implement effective solutions.

Ability to synthesize, summarize and present high level results from detailed data analysis.

Thorough knowledge of organizational management principles and practices.

Working knowledge of supervisory principles and practices.

Ability to establish and maintain effective working relationships to align and influence efforts.

Minimum Qualifications

High school diploma or equivalent AND ten (10) or more years of work experience in one (1) or more of the following areas; performance management, statistical analysis, policy analysis, data analysis, geospatial analysis, quality management, project/program management, program or policy development.
OR
Associates degree in engineering, statistics, business administration, public administration, geographic information systems, computer science or closely related field AND four (4) or more years of work experience INCLUDING one (1) or more of the following areas; performance management, statistical analysis, policy analysis, data analysis, geospatial analysis, quality management, project/program management, program or policy development.
OR
Bachelor's degree or higher in engineering, statistics, business administration, public administration, geographic information systems, computer science or closely related field AND two (2) or more years of work experience INCLUDING one (1) or more of the following areas; performance management, statistical analysis, policy analysis, data analysis, geospatial analysis, quality management, project/program management, program or policy development.
OR
Master’s Degree and (1) or more years of work experience INCLUDING one (1) or more of the following areas; performance management, statistical analysis, policy analysis, data analysis, geospatial analysis, quality management, project/program management, program or policy development.
