Class Definition | Assists in management of the agency Compliance & Enforcement operations, including technical, drafting, inspectional, investigative, educational, and management work for the Cannabis Control Board. Programs include adult-use cannabis, medical cannabis, and hemp. Duties include coordination of workflows for the compliance aspect of programs, provision of technical support to field team, drafting compliance and enforcement actions, developing awareness and enforcement campaigns around high- risk or persistent compliance challenges, and supporting oversight of licensee risk management and field-agent training and development. Deputy Director will have extensive interaction with the field team, the state reference laboratory and private licensed laboratories, other state agencies, the regulated community, and the general public. Work is performed under the direction of the Director of Compliance & Enforcement. |
Examples of Work | Supports the management and resolution of all enforcement activities and coordination of education requirements for cannabis establishment licensees and field staff. Oversees preparation of inspection and investigation reports, coordinates the cannabis sampling program, supports the complaint investigation processes, generates enforcement actions. Ensures standardized application of policy and procedures across the field team and undertakes performance management reporting to include compliance trend tracking and goal and target setting to improve compliance. May monitor and manage day-to-day inspection and investigative activities of the compliance team to achieve agency goals, including supervisory support of problem cases. May represent the Agency in hearings and administrative proceedings. Works with other state agencies and entities to establish goals to meet policy objectives of the Board. Contributes to the preparation of reports for the Executive Director and Board and reports to comply with legislative requirements. Participates in the development and implementation of legislative and regulatory changes for all programs administered by the Board. |
Environmental Factors | Duties are performed in a standard office setting. Occasional travel may be required. |
Knowledge, Skills and Abilities | Demonstrated proficiency in business, technical, scientific, or legal writing. Experience in administrative, civil, or criminal law enforcement and compliance. Advanced knowledge of regulatory framework for cannabis programs administered by the CCB. Knowledge of agricultural/horticultural practices, food and drug regulation, or oversight of other heavily regulated industries. Working knowledge of laboratory and field techniques for cannabis sampling and quality control testing. Ability to gather and interpret evidence and facts and to write technical reports and enforcement actions. Ability to analyze complex situations and develop resolutions to achieve compliance. Adept at using Microsoft Office Suite and experience using database software. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | J.D. (Juris Doctor)ORBachelor’s degree or higher in law, risk management, public administration, business management, or related field AND four (4) or more years of experience in investigations, enforcement activities, legal writing, INCLUDING experience in laboratory or research work OR regulatory work in an agricultural, environmental, food safety, or health field. |
Preferred Qualifications | Juris Doctor or master’s degree in law or related field. |
