This is a supervisory, compliance-focused, and investigative role that involves overseeing a team of Compliance & Enforcement Agents, conducting inspections and investigations, and improving compliance processes. The Compliance Agent III ensures compliance with Vermont’s cannabis statutes and regulations by supervising compliance staff, providing training, and directly handling complex investigations and inspections. Key responsibilities include managing the compliance team’s workflow, overseeing inspection schedules, answering staff questions, developing training and reference materials, and maintaining necessary supplies. This role requires extensive interaction with compliance team members, cannabis establishment licensees, the Director and Deputy Director of Compliance & Enforcement, Data Manger and the CCB Licensing team.
Duties are performed under the general direction of the Director of Compliance & Enforcement. |
Examples of Work |
Supervises the compliance team by holding regular check-in meetings, reviewing work assignments, and overseeing inspection schedules. Supports staff by answering questions via phone and email, coordinating fieldwork, and ensuring necessary supplies are available. Trains compliance team members by providing inspection and investigation shadowing opportunities, leading team training meetings, and developing reference materials. Reviews compliance agent work, flags compliance concerns, and escalates issues to the Director of Compliance & Enforcement as necessary. Develops guidance documents, standard operating procedures (SOPs), and training materials to improve compliance operations. Participates in compliance team meetings and assists in the enhancement of Salesforce-based compliance tracking systems.
Conducts routine and complex inspections of cannabis establishments to assess compliance with state regulations. Guides and supports team members through their own complex investigations, ensuring the best investigative practices are followed. Performs unannounced investigations as directed, collects product samples, and documents findings. Coordinates inspections and investigations by scheduling site visits and communicating with licensees. Responds to licensee questions related to compliance, inventory tracking, and product registration. Reviews product registration submissions and takes necessary actions to ensure compliance. Analyzes inventory tracking data to identify potential compliance violations. Uses risk-based analysis to proactively monitor cannabis establishments and ensure compliance with state statutes and Board rules. Researches and interprets compliance data to determine whether a cannabis establishment is in violation of applicable laws or regulations. Develop intervention strategies to achieve immediate on-site corrections and long-term compliance. Delivers clear, concise, and accurate factual summaries of inspections and investigations, both in writin writing and verbally.
Use standardized forms and procedures to evaluate and document compliance during inspections. Writes comprehensive investigative reports to detail findings from inspections and investigations. Collaborates with the Director and Deputy Director of Compliance & Enforcement to address compliance concerns and develop corrective actions. |
Environmental Factors |
Duties are performed in a home-based office setting, in outdoor environments, and a range of indoor settings. Frequent exposure to heat, cold, rain, snow, and mud are expected when performing duties in the field. Activities such as bending, walking, light lifting, and sitting for extended periods are expected. Frequent travel is required. |

Advanced knowledge of cannabis production methods, cannabis or food manufacturing experience, and concepts of agricultural production.
Advanced knowledge of regulatory frameworks, compliance, inspections, audits, and investigations.
Understanding of scientific concepts and the ability to apply math to work related duties. Ability to interpret and understand laboratory analysis test results.
Ability to comprehend complex regulations and clearly convey information to the general public.
Proficiency in writing reports, memos, and technical documents.
Experience working with people from diverse cultural and ethnic backgrounds.
Ability to maintain professionalism and build trust during potentially confrontational interactions with licensees while achieving compliance.
Exceptional verbal and written communication skills.
Proficiency with computer programs. Experience with data management and MS Suite tools. Proficiency with or ability to use electronic licensing systems and databases.

Excellent organizational skills with the ability to manage multiple competing projects. |
Minimum Qualifications |
Three (3) years OR more experience in compliance and enforcement AND two (2) years or more experience in cannabis manufacturing or cultivation, food or product manufacturing, or laboratory technician work INCLUDING two (2) years or more of experience in supervising or leading teams. |
Preferred Qualifications |
Associate’s degree or higher in horticulture, environmental science, biology or related field.
Experience in cannabis manufacturing, cannabis cultivation, and or retail cannabis operations. Experience conducting health & safety inspections and investigations.
Experience working with Salesforce or a similar platform. |
