Class Definition

Administrative, planning, development, coordinating, and implementation work for the Department of Health involving administration of the Early Periodic Screening, Diagnosis and Treatment program. Duties include initiating policy and program development, coordination, and implementation with school districts, other state departments, the federal government, and service providers. Work is performed under the general direction of the Maternal and Child Health Division Director. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

Directs and monitors activities of the Early Periodic Screening, Diagnosis and Treatment (EPSDT) program. Initiates, develops and implements policies, programs, and procedures of VDH Medicaid efforts to improve access to health insurance, access to health care (in all its forms) and to identify and ameliorate barriers to such care. Ensures compliance with federal guidelines and accurate and consistent reporting of program data, grants and contracts. Promotes and oversees VDH Medicaid Administrative Claiming (MAC) program, grant administration and management, and VDH School Health Services. Cooperates with other governmental entities including the Departments of Education, DCF, the Office of Health Access, and with other VDH Divisions. Also works closely with a variety of external partners such as: include the Vermont Child Health Improvement Program (VCHIP) at the University of Vermont; the Vermont Chapters of the American Academy of Pediatrics; the Vermont Chapter of the American Academy of Family Physicians; leadership of the Vermont Superintendents Association; Principals Association, and School Boards Association, along with School Nurse leaders.

Environmental Factors

Duties are performed largely in a standard office setting but with predictable need for field travel, for which private means of transportation must be available. Role requires frequent interaction with federal, state and local officials. Meetings with providers or interested parties may elicit strong feelings and create stressful situations.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and practices of public health, systems development and public administration.

Working knowledge of the broad field of public health, with emphasis on preventive medicine.

Working knowledge of the principles and practices of health policy.

Working knowledge of data collection and reporting techniques.

Ability to apply complex regulations to program planning and evaluation.

Ability to prepare and present analytical reports.

Ability to form constructive working relationships with associates, school officials, medical personnel, and the public.

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Education: Bachelor's Degree in Public Health, or a relevant Human Services field.

Experience: Seven years professional level work in health care policy or public health with at least 3 years in public policy administration, supervision and systems development.

OR

Education: Master's Degree in Public Health, or a relevant Human Services field.

Experience: Five years professional level work in health care policy or public health with at least 3 years in public policy administration, supervision and systems development.
