Class Definition | Plans, administers, directs, and evaluates statewide program functions of the Department of Corrections (DOC) in assigned areas, including interstate commission of adult offender supervision (ICAOS), quality assurance activities, grant management, administrative responsibilities, electronic monitoring programs, community restitution program, restorative justice program activities, and field fleet management. Work is performed with considerable latitude for independent judgment and decision-making under the supervision of the Director of Innovation and Administrative Services. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strength-based relationships, and results orientation. |
Examples of Work | Manages all aspects of the ICAOS supervision activities, quality assurance, grant and contract management, and restorative justice program field activities. Serves as liaison between the Administrative Division and other units/divisions to include the Policy Development Unit (PDU), Field and Facility Divisions, and Business Application Unit. Performs central-level case reviews on use of force related incidents, as assigned. Serves as the DOC Hearing Officer responsible to conduct preliminary probable cause hearings under the requirements of the Interstate Compact for Adult Offender Supervision (ICAOS). Performs related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting but frequent travel to correctional facilities, district offices and training sites is required, for which private means of transportation must be available. In-state and out of state travel may be required. Evening and weekend work may be necessary. Work under pressure of deadline and interactions with staff and supervised individuals promoting opposing concepts are required. Direct contact with supervised individuals is required and creates a potential danger for physical assault and injury. |
Knowledge, Skills and Abilities | Considerable knowledge of, and ability to develop and deliver training for, field officer safety. This includes ability to integrate staff concerns, DOC policies and procedures, and relevant training materials into a legally defensible training program. Working knowledge of State of Vermont Policies and Procedures; State Employees’ and Bargaining Unit Contracts; DOC policies, directives, procedures, post orders, and work rules; applicable state and federal laws. Considerable knowledge of, and ability to analyze, interpret, apply, and instruct Community Corrections District Managers, Community Corrections Program Supervisors, and Corrections Services Specialists on correctional best practices, DOC policies and procedures, Vermont Statutes and Legislative intent behind statutes, and Interstate Compact Rules. Considerable knowledge of the rules governing the Interstate Compact for Adult Offender Supervision (ICAOS). Considerable knowledge of the DOC computer database and the internet-based Interstate Compact Offender Tracking System (ICOTS). Considerable knowledge of the principles and practices of effective supervision of supervised individuals who reside in the community. Considerable knowledge of the principles and practices of corrections and human services casework and programming. Knowledge of principles and practices of staff supervision. Knowledge of principles and practices of public administration. Must be designated by the DOC Commissioner as a hearing officer for the purpose of hearing evidence and testimony, to make findings of fact, and to render decisions or recommendations as necessary, to fulfill the DOC responsibilities under the Interstate Compact Rules. Considerable knowledge of individual and group dynamics. Knowledge of grants and contracts administration. Knowledge of supervisory principles and practices. Ability to interpret and apply rules and regulations of considerable complexity. Ability to logically analyze problems, interpret data, determine alternatives, and propose solutions. Ability to oversee curriculum development and implementation. Ability to apply consultative skills as an internal or external change agent. Ability to facilitate group planning efforts. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Knowledge of the background and objectives of emergency management program. Awareness of the nature and effects of natural and man-made disasters. Thorough knowledge and understanding of investigative principles, procedures, and techniques; thorough knowledge of interrogation and interview techniques; thorough knowledge of evidence control. Minimum Qualifications | Four (4) or more years of experience in the administration or management of human services programs providing direct support to clients AND supervision of staff and budgets, AND (2) or more years of supervision of programs with direct services to supervised or incarcerated individuals. |
Preferred Qualifications | Bachelor’s degree or higher in the broad field of human services. |
Special Requirements | Candidates must pass any level of background investigation applicable to this position.
