The DVHA Oversight & Monitoring Assistant Director contributes to the fulfillment of the mission of the Department of Vermont Health Access (DVHA) by planning and maintaining the Healthcare audit program. 

To ensure the effectiveness and efficiency of departmental control environments, operational processes, regulatory compliance, financial and performance reporting in line with applicable laws and regulations through performance of risk assessments and compliance internal control testing.  

The DVHA Oversight & Monitoring Assistant Director works independently under the limited direction of the DVHA Oversight & Monitoring Director. 

Examples of Work

The DVHA Oversight & Monitoring Assistant Director ensures adherence internally and externally to relevant Healthcare regulations.

The DVHA Oversight & Monitoring Assistant Director provides expertise and serves as point of contact for DVHA regarding questions and activities related to compliance with state, federal and other regulatory requirements; establishes, monitors, and improves compliance with requirements; and coordinates audits with internal and external partners.

Direct interaction, advocacy and expectations of Regulators, Examiners, Auditors and Senior State of Vermont Leadership.

Responsibilities include ensuring deadlines are met and are documented accurately; communicating changes to relevant stakeholder groups in a timely manner; storing and maintaining documentation in a manner that is easily accessible; and providing operational leadership consistent with the Agency mission, vision, and core values.

Environmental Factors

Work is performed primarily in a standard office setting but some travel will require private means of transportation. Duties may require extensive time outside of normal work hours.

Knowledge, Skills and Abilities

Extensive knowledge of relevant regulations and requirements.

Extensive knowledge of complex regulations and ability to interpret and explain their meaning in a clear, concise manner to ensure that Regulators, Examiners, Auditors Senior Management and 
DVHA functional areas understand what is required, expected and achievable.

Ability to handle multiple examinations with overlapping delivery dates to a multitude of governmental and contractors in a professional timely manner.

Consultation, presentation, representation to all levels of State of Vermont Leadership, Federal Regulators, State Auditors and Independent Auditors including but not limited to CMS/CHO, 
OIG, GAO, IRS, CLA and State Auditor's Office etc. 

Knowledge of financial reports.

Computer skills associated with PC and database applications.

Minimum Qualifications

Three (3) years or more of experience in risk management or compliance 

Preferred Qualifications

Healthcare Compliance Certification

Candidates must pass any level of background investigation applicable to the position.
