Class Definition | Supervisory, planning, and administrative work for Vocational Rehabilitation of the Department of Aging & Independent Living involving the delivery and evaluation of vocational rehabilitation services throughout a geographic area. Duties involve extensive coordination and collaboration with other human services program directors from both the public and the private sections and with local business leaders. Supervision is exercised over professional, technical and clerical staff in multiple offices around the assigned region. Work is performed under the general direction of the Vocational Rehabilitation Regional Manager and Division Director. |
Examples of Work | Collaborate with Regional Manager to oversee internal staff interaction, motivate regional team members, innovate new programs and organize systems and work groups to improve team function and workplace culture. Responsible for internal functions in the VR Region, acting in a supervisory capacity for VR staff as assigned. Assist Regional Manager in supporting counselors and job development staff throughout the region. Help organize an ongoing process for training, continuous improvement and organizational development. Review work activity to ensure that performance standards are met, individual/team goals are maximized and services provided are in compliance with state and federal regulations. In collaboration with Regional Manager, evaluate regional service needs and priorities, establish intervention methods, and organize internal regional procedures, staff time and community resources to best meet the needs of the service population. Coordinate with the Regional Manager to clarify priorities for the VR statewide strategic plan and build relevant district plans. Collaborate with Regional Manager to oversee personnel and fiscal resources of the region in order to achieve regional and divisional goals. May serve as the Supported Employment Liaison for the region which includes managing a caseload and providing direct counseling and guidance to eligible VR customers. May manage complex cases proving direct counseling and guidance to those who are eligible VR customers. Participate in overall Division planning. Perform related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting following a hybrid work schedule. Some travel will be required, for which private means of transportation may be required. Work outside of normal office hours may be required. Interaction with other human services programs, particularly in co-located facilities, is frequent and required. Public speaking before business and community groups is expected. |
Knowledge, Skills and Abilities | Considerable knowledge of the principles and practices of rehabilitation counseling. Considerable knowledge of field service delivery systems within the broad range of human service programs. Considerable knowledge of the economic activity and labor market conditions within the assigned region Ability to establish, improve and maintain effective working relationships among staff, consumers, community agencies, and employers. Requires independent judgment and problem solving. Ability to read, interpret, and apply complex rules and regulations. Ability to communicate effectively, both orally and in writing. Supervisory ability. Ability to learn and demonstrate leadership skills. |
Minimum Qualifications | Master's degree or higher in rehabilitation counseling, psychology, social work, special education counseling, or another human services field of relevance to vocational rehabilitation AND three (3) years or more of experience in a human services program, AND at least one (1) year of managerial, supervisory, or program administrative responsibility. |
