Class Definition | The Director is responsible for management and implementation of all programmatic duties directly related to the Procurement Technical Assistance Center (PTAC). The Director must ensure program integrity and quality of client services, while meeting all the rules and regulations set forth by the Defense Logistics Agency, Solicitation and Corporative Agreement Application (SCAA), and all federal and state regulations. Specifically the program director must plan, coordinate, and implement professional training programs for PTAC personnel, as well as outreach events that include program marketing, procurement outreach events, and training programs for Vermont businesses. |
Examples of Work | The program Director is responsible for securing funding by preparing the annual proposal that consist of the following: plan, coordinate, and implement professional training programs for PTAC personnel. These employees must remain current in their knowledge of all aspects of government contracting laws, regulations, policies and procedures; plan, coordinate, and implement outreach events that include program marketing, procurement outreach events, and training programs for Vermont businesses; set and report quarterly program goals such as initial and follow-up counseling sessions and program sponsored and supported events. The Director works with each counselor by providing them their own goals for a program year, as well as devising a plan that promotes the PTAC program to not only Vermont businesses, but government buying offices and prime contractors. The Director is also responsible for managing a sub-recipient grant with the VT Small Business Development Center, which includes additional staff members. The Director must verify all aspects of the grant agreement and certify that it's meeting all of the program requirements such as, staff training and program goals. All expenditures must be in accordance with the SCAA and verified before payments can be made. This process requires additional federal reporting by the Director, due to the dollar amount of the grant. The Director is required to prepare all document for program and financial audits. For the program audit, the Director provides the Defense Contract Management Agency with all documentation on performance goals, timelines for submission of quarterly reports, compliance with applicable certifications and representations, review of documented success stories and outreach events and all other requested information that is set forth in the SCAA. For the financial audit, the Director provides all documentation on any given line item that is requested by Defense Contract Audit Agency (DCAA) which can consist of all travel activities both in and out-of-state, verification of consulting services and in-kind services, and review of the sub-recipient grant. In addition, the Director provides technical assistance to Vermont businesses with every aspect of government contracting and subcontracting assistance. This includes, but is not limited to, providing direct counseling to Vermont businesses regarding their suitability and ability to perform government contracts; assesses and advises Vermont companies with regard to government procurement opportunities; assists companies with qualifying as federal contractors or assist already qualified companies achieve certification or eligibility for contract set-asides and preference programs; assists companies with acquiring technical requirements, specifications, drawings and regulatory requirements with regard to local, state and federal procurement. The Director oversees the operation of the Vermont Business to Business Directory and the Vermont Bid System, which is a web-based information system that includes a series of resources created to provide Vermont businesses with networking, contracting and other business opportunities. This database is the resource that allows the State of Vermont, municipalities and quasi governments to list their contracting opportunities and is a single source for Vermont companies to get electronically notified of all in-state contracting opportunities. Environmental Factors | Duties are performed largely in a standard office setting. Travel will be required for which private means of transportation must be available. Some evening or weekend work will be required. Project deadlines may be sudden and severe. |
Knowledge, Skills and Abilities | Thorough knowledge of the programs and objectives of the Department. Working knowledge of state and federal contracting opportunities, requirements, procedures, practices and policies. Ability to provide advice to client business in a timely and accurate manner. Must have demonstrated management/supervisory skills as well as background in customer service/relations. |
Minimum Qualifications | Bachelor's degree or higher AND three (3) years or more of experience in a government procurement related field where the procurement process is a primary job responsibility. OR Associate's degree AND five (5) years or more of experience in a government procurement related field where the procurement process is a primary job responsibility. OR High school diploma or equivalent AND seven (7) years or more of experience in a government procurement related field where the procurement process is a primary job responsibility. Note: The Procurement Technical Assistance Center Director will also be subject to approval by the Defense Logistics Agency pursuant to its administration of the Procurement Technical Assistance Program. |
