Class Definition | Leads specialized investigations, analysis, and advocacy for the Department of Public Service related to the present and future capabilities, quality, reliability, and readiness of Vermont's telecommunications infrastructure. Develops and implements strategic plans to ensure that Vermont's telecommunications infrastructure meets the needs of its residents and businesses, both now and in the future. Represents the Department of Public Service in technical discussions with other states, federal agencies, and industry stakeholders, advocating for Vermont's interests and shaping the future of the telecommunications industry. |
Examples of Work | Lead the Department's telecommunications infrastructure program, ensuring that it is aligned with the organization's strategic goals and objectives, including developing and implementing long-term and short-term strategic plans, overseeing budgets, and interfacing with utilities at the highest levels. Conduct and report on detailed investigations into network infrastructure to identify weaknesses and vulnerabilities, plan for emergencies. Develop and implement mitigation strategies for emerging areas of systematic service quality problems before they have a significant impact on customers or the organization. Advise the Commissioner and Telecommunications Director on the strategic implications of these findings. Monitor and report on required performance of telecom and cable providers, in areas such as network enhancements, wholesale service quality, and cable line extensions, including negotiating service level agreements, resolving disputes, and recommending corrective action when needed. Represent the organization in technical discussions with other carriers and interconnection providers, and advocate for the organization's interests in industry forums and regulatory proceedings. Monitor and assess current issues and trends in the telecommunications industry, especially related to technology. Advise the Commissioner and Telecommunications Director on telecommunications technology and policy. Prepare and deliver presentations to senior management, legislative committees, and other stakeholders on telecommunications technology and policy issues. Develop and maintain a comprehensive map of the state’s telecom infrastructure, facilities, and interconnections. Use data visualization tools to create and share graphics which represent the states telecom network, providing insight into current trends in the landscape. Prepare position papers, plans, articles, and reports. Testify before legislative committees, regulatory boards, and courts. |
Environmental Factors | Normal office working conditions generally prevail, with some travel to field locations and meetings, for which private means of transportation is required. Some public speaking, attendance at public meetings and testimony before committees and boards is required. Evening, weekend, or overtime work may occasionally be necessary. |
Knowledge, Skills and Abilities | An engineering background or substantial comparable experience with telecommunications technology, the development and operation of telecommunications networks, and the use of mapping and data visualization tools. Basic knowledge of public policy and the legislative processes. Knowledge of telecommunications technologies and issues affecting state policy and regulation. Proficiency with spreadsheets and basic database programs, and expertise with GIS and data visualization tools. Ability to organize and conduct major technical studies and develop and present data visualizations that communicate complex technical concepts in a clear and concise manner. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Five (5) years or more of experience in telecommunications engineering, planning, service provision, or consultation. |
