Class Definition | Managerial, administrative and policy development work for the Child Development Division involving support of a coordinated Children's Integrated Services (CIS) Unit. CIS is comprised of Early Childhood and Family Mental Health services (formerly Children's Upstream Services - CUPS), Early Intervention/Part C services (formerly Family, Infant & Toddler - FITP) and Maternal and Child Health services (formerly Healthy Babies, Kids and Families - HBKF) utilizing both federal and state funds. This position will hold primary responsibility technical understanding, compliance and assistance for state and federal guidelines for the Early Intervention/Part C Program. Duties include budgetary, planning, policy and programmatic responsibilities to ensure compliance with federal and state legislative mandates, other regulations and directives. Work requires interaction with CDD management and other staff, the DCF Business Office, other state departments and divisions, regional host agencies, early childhood centers, community mental health agencies, school partners, private or health care agency providers, professional associations and networks. Work is performed under the general direction of the CIS Director. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Coordinates all efforts to produce federal accountability reports including an annual report to the public. Communicates with various divisions and departments including the Department for Children and Families Business Office and Department of Education staff and attorneys. Daily duties require knowledge of Medicaid funding streams and regulations, federal Part C regulations, and early childhood education systems. Technical assistance pertaining to Part C services is provided to multiple staff, both internal and external to the Agency, involved with the Child Development Division and the Children's Integrated Services initiative. Manages the federal Part C program, including the collection and reporting of data to the U.S. Department of Education, as well as preparation and management of the Part C grant/budget. Performs other duties as required, such as contract negotiation, which may include facilitation, collaboration and planning skills. Performs related duties as required. |
Environmental Factors | Duties are performed primarily within a standard office setting, but with possible travel to community organizations for which private means of transportation must be available. Some work outside normal office hours may be required. Pressure from deadlines should be anticipated. |
Knowledge, Skills and Abilities | Thorough knowledge of early childhood service programs. Considerable knowledge of federal and state regulations pertaining to CDD early childhood services. Minimum Qualifications | Bachelor's degree in public or business administration, special education, early childhood development/programs or other human service fields AND four (4) years or more of experience at a professional level in early childhood, working with community partners in delivering comprehensive services for families, and family-centered service delivery with a focus on the developmental needs of the birth to age six early childhood population, or other human services, INCLUDING two (2) years or more of experience in a managerial or supervisory role. OR Master's degree in public or business administration, special education, early childhood development/programs or other human service AND two (2) years or more of experience at a professional level in early childhood, working with community partners in delivering comprehensive services for families, and family-centered service delivery with a focus on the developmental needs of the birth to age six early childhood population, or other human services, INCLUDING two (2) years or more of experience in a managerial or supervisory role. |
