Class Definition | Professional oversight and management of a Continuous Improvement (CI) program for an Agency or Department. Work is performed under the general supervision of an administrative manager. |
Examples of Work | Develops vision and future direction of the program through collaboration with team members and associated partners. Leads the development, maintenance, and operations of a program implementation plan. Directs and oversees the application of continuous improvement methodologies to achieve strategic objectives in the organization. Operationalizes a program implementation plan. Establishes, maintains and enhances a framework for program operations, including project intake, chartering, prioritization, and implementation. Collaborates with executive staff and senior management to identify opportunities to improve business process and organizational structure. Lead outreach coordinator for the program. Develops and delivers outreach material to internal and external audiences to build awareness and engagement in the program. Scoping and implementation of continuous improvement projects for the Agency and statewide CI efforts. Coordinates with customer business units, the performance team and resource units on the measurement and reporting of project status and outcomes. Prioritizes and influences the use of resources accordingly. Coordinates and/or conducts relevant training and support for agency staff. Act as contract manager when necessary. Section representative on committees and in meetings. Collaborating and influencing parallel efforts to ensure alignment. Conducts organizational assessments to identify the need for potential improvements. Subject matter expert in CI tools and methods. |
Environmental Factors | Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Lifting and transporting of training and/or event materials, and establishing appropriate set-up of training/event facilities, may be required. |
Knowledge, Skills and Abilities | Strong organizational, leadership, collaboration, and problem-solving skills. Thorough knowledge of the principles, methodology, and tools of continuous improvement including Lean. Thorough knowledge of strategic planning and project portfolio development. Thorough knowledge of meeting facilitation techniques. High ability to set priorities and manage workload. High ability to work with people at all levels within an organization, from senior executives to entry-level staff members. Self-starter with initiative and ability to work independently with minimal to no supervision. Thorough understanding of project management principles including planning, organizing, and managing resources. Thorough understanding of change management techniques and practices. Thorough knowledge of organizational management principles and practices. Coordinates and/or conducts relevant training and support for agency staff, including acting as contract manager for third party trainings. Demonstrated ability to establish and maintain effective working relationships. Demonstrated thorough knowledge of supervisory principles and practices. |
Minimum Qualifications | Master Degree in Business Administration, Public Administration or related field AND two (2) years or more work experience in organizational development or business process improvement. OR Bachelor's degree AND four (4) years or more work experience in organizational development or business process improvement. OR Associates degree AND six (6) years or more work experience in organizational development or business process improvement. |
Preferred Qualifications | Knowledge of the principles, practices, and tools available/associated with project management, change management, and business process analysis. Knowledge of performance measurement. Knowledge of Agency contracting procedures. Knowledge of information technology (IT) applications utilized in agency operations. Ability to identify information technology enhancements that meet business requirements. Certification as a SOV CI Green Belt, or equivalent industry certification. |
