Class Definition

Expert technical, administrative, and consultative work performed with a high degree of independence, at a professional level, for the Agency of Transportation. Provides critical support in meeting complex program objectives by leveraging unique and/or highly specialized technical, analytical, and administrative skills. Position differs from AOT Technician positions in the degree of responsibility and accountability for work performed, and the unique type and level of expertise involved for which very few state or regional counterparts exist. Work is performed with minimal direction of a higher authority.

Examples of Work

Requiring no direct supervision or oversite, employee independently and proficiently provides critical support of program objectives and transportation engineering projects through the application of advanced technical abilities in a specific area of expertise. Responsible for the successful completion of very complex technical projects and initiatives. Develops proposals concerning division priorities, policies, and procedures, and recommends strategies for problem resolution. May steward, operate, and maintain sophisticated technological assets. Represents Agency position at various local, state, regional, and national meetings, and in legal proceedings. May participate in state, regional, and national technical committees. May provide expert opinion, advice, oversight and training to Agency management and staff, outside parties, and the public in a specific technological discipline. Provides leadership, guidance, and motivation to a team of technical and administrative staff and plans, directs, and reviews work activities, and assumes full responsibility for performance of the team. May serve as Resident Engineer on large and highly complex construction contracts. Performs related duties as required.

Environmental Factors

Duties are generally performed in an office, laboratory, and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Class incumbents may be required to carry equipment weighing up to 40 pounds, traverse rough, wooded, or steep terrain, travel in boats or work on structures above ground level. Work outside of regular working hours, including 24-hour availability and out of state travel may be required. Attendance at public meetings, at which strong differences of opinion may be encountered on a regular basis. Public speaking may be needed.

Knowledge, Skills and Abilities

Expert knowledge in change management, leading the evolution of state of practice at the Agency within a highly technical discipline.

Expert knowledge of sophisticated technical hardware and software. 

Ability to influences Agency rule, policy, and specifications governing projects by demonstrating subject matter expertise on working groups and committees. 

Expert technical knowledge is applied to problem solve and work collaboratively to develop alternative solutions to challenges encountered during all project phases

Ability to plan, develop, and execute complex technical projects and initiatives from beginning to completion utilizing a variety of resources without supervision and within the determined timeframe.

Advanced knowledge of transportation field inspection practices and procedures.  

Ability to guide others and develop written guidance in support of section policies.

Expert knowledge of data gathering techniques and various systems for organizing and interpreting such data. 

Expert knowledge of the laws, regulations, rules, and policies governing all aspects of delivering transportation projects at the Agency.

Ability to lead project reviews, site inspections, investigations, and the preparation of final recommendations and technical reports or specifications for complex projects. Steers the direction of projects.

Advanced knowledge of the principles and practices of supervision including laws and regulations governing Human Resources. 

Ability to support, influence, guide, and discipline staff. 

Ability to read, write, interpret, explain, and evaluate complex technical regulations, plans, proposals, reports, and specifications. 

Ability to lead the review of various proposals and reports for technical content including analyses and recommendations.

Ability to communicate professionally, both orally and in writing. Ability to teach others.

Ability to conduct field and lab work in accordance with VOSHA and Agency safety requirements. 

Ability to establish effective working relationships with state, regional, and national peers, including those practicing within the same advanced technological discipline.
 

Minimum Qualifications

Bachelor's degree in engineering technology, environmental technology, surveying, construction technology, architecture, construction management, or related technical field AND six (6) years of experience performing engineering support tasks involved in one or more of the following: planning, surveying, design, inspection, construction, research and statistics, testing, investigation, maintenance or construction of various types of civil engineering projects INCLUDING at least one (1) year of experience as a supervisor or team/project lead.

OR

Associate degree in civil engineering, environmental technology, engineering technology, surveying, construction technology, architecture, or related field AND eight (8) years of experience as described above INCLUDING at least one (1) year of experience as a supervisor or team/project lead.

OR

Four (4) years or more experience as an AOT Technician VI with the State of Vermont.

Preferred Qualifications

Completion of one or more of the following: Supervising in State Government, VTLEAD, VCPM, or similar course.
