Class Definition

Budget management, financial management, fiscal monitoring, fiscal analysis and managerial monetary guidance work at a high professional level for the Economic Services Division of the Department for Children and Families. Duties involve managing money, This position is a hybrid of financial, operations, and program functions and is key to maximizing fiscal resources, and analyzing the impact of reductions or initiatives for ESD programs, policies, practices and operations. Supervision is exercised over a small staff of professional employees. There is significant interaction with other sections of the Department, other departments in the Agency and federal officials. Work is performed under the direction of the deputy commissioner. This function is one of a few exclusive functions (positions) that will set policy, practice, operational guidance for the division.

Examples of Work

Analyzes, manages, consults and provides managerial guidance in earning of revenues and expenditures of funds for all programs and operations. Works with million-dollar grants and contracts promulgated for outreach in all programs and Reach Up grants budget. As the lead resource person on these issues, s/he assists in developing and guiding the Division's fiscal year budget and budget adjustment process Negotiates and manages contracts and grant agreements with service providers. S/he is responsible for maintaining a thorough understanding of all economic benefit program rules and regulations as well as state and federal rules and regulations to successfully manage complex multi-million dollar benefit programs with multiple benefit streams and diverse rules. This position must effectively leverage monies and manage funding streams to successfully earn additional funds and expand the funding base. S/he manages cross program issues, cost allocations, financial projections and perform grants and contracts management including writing, and monitoring grant and contract requirements. Reviews requests for proposals to ensure compliance with current bidding procedures and contracting guidelines. Coordinates all space issues for the Division. May be assigned duties related to emergency management and COOP and the General Assistance program. This position facilitates, organizes ESD management team meetings. Designs, supervises and conducts special surveys, studies and projects. May represent the Department and/or Deputy Commissioner at meetings. Performs related duties as required.

Environmental Factors

Work is generally performed within the normal office setting. Some means of private transportation must be available for field visits. Work activities during the evening or weekend may occur, and some out-of-state travel may be required.

Knowledge, Skills and Abilities

Considerable knowledge of the principles, policy, operations and practices of public welfare administration, anti poverty programs.


Considerable knowledge of human services, financial management including leveraging state and federal funding streams and maximizing fiscal resources and resources to support and sustain public welfare programs.


Knowledge of state and federal laws, rules and regulations applicable to public welfare programs.

Working knowledge of budgeting principles and practices, financial management and maximizing diverse funding resources.


Ability correctly to interpret and apply statutes and regulations of considerable complexity.

Working knowledge of research and evaluation principles and procedures.


Ability to organize and conduct detailed studies and analysis of the assigned human services program area.


Ability to evaluate and prepare clear, concise oral and written reports.


Ability to establish and maintain effective working relationships among diverse populations.

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Education: Bachelors degree in social work, human services, public administration or business administration.


Experience: Two years at or above a professional level in human services casework or public administration in a human services setting, including at least one year in a supervisory, consultative, or administrative capacity above the social worker level.


OR


Associates degree. Four years of experience as defined above. Additional years of work experience may be substituted for the Bachelor's degree on six months for a semester basis.
