Class Definition

Administrative planning and technical work involving the management, leasing, and acquisition and disposition of state owned properties at a professional level for the Department of Buildings and General Services. Work is performed under the direction of the Director of Planning and Property Management.

Examples of Work

•    Plans, organizes, and coordinates the purchase, sale, and lease of property and facilities from initial assignment until completion
•    Negotiates terms and conditions and prepares lease agreements, assignments, operating easements and deeds based on the purchase, sale or use of state-owned properties. 
•    Works with various department staff involving permits, legal documents, and statutory requirements to ensure property and/or facility documentation is recorded accurately with the town. 
•    Responsible for maximizing state revenues from property management, establishing fair market value pricing; tracks payments, collects past due amounts, insurance compliance, and lease agreements. 
•    Compiles or assists in the compilation of state property appraisals and space inventory. 
•    Conducts special studies, prepares reports and performs related real estate services as assigned. 
•    Works with space planners to analyze space use and transition tenant groups to new space.
•    Performs related duties as assigned.

Environmental Factors

Work is performed in a mix of standard office setting and field work. Assignments require frequent travel throughout the State, for which the use of either fleet vehicle or private means of transportation may be required. Property negotiations may evoke strong adversarial opinions.

Knowledge, Skills and Abilities

Considerable knowledge of policies, methods, and techniques used in managing a real estate portfolio.

Considerable knowledge of federal and state laws and regulations pertaining to real estate acquisitions.

Working knowledge of administrative principles and practices.

Ability to gather, analyze, and report on market data.

Ability to review financial records and true-up accounts. 

Ability to use Microsoft Office and Adobe software with proficiency. 

Ability to plan, organize and coordinate multiple tasks.

Ability to read and interpret engineering maps and plans.

Ability to work independently.

Ability to plan and carry out special information gathering projects and to interpret and apply the results in operations and planning.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Four (4) or more years of experience in property management, real estate, or maintenance/construction project management.

Preferred Qualifications

Bachelor’s degree or higher in business, accounting, paralegal certificate, or related field.

Experience with commercial real estate.

Special Requirements

A valid driver’s license is required.
