Class Definition

This is the entry level position to the Budget and Management Analyst position track. Analytical, research, evaluation, and advisory work at a professional level involving the review, analysis and evaluation of agency goals, objectives, programs, organizational structure, accomplishments, operating systems and procedures, and as necessary, the development of alternative budgets and systems for more effective and efficient attainment of State goals and objectives. Issues involved are frequently of a sensitive, even controversial, nature. Extensive contact occurs with officials of assigned departments, other offices within the Agency of Administration, and the Legislature. Duties are performed under the general direction of the Director of Budget and Management and the Deputy Commissioner and the Commissioner of Finance and Management.

Examples of Work

Analyzes and evaluates the needs, resources, and plans of assigned departments. Evaluates program goals and objectives. Designs and conducts research to determine nature and extent of problems in assigned program areas. Analyzes, evaluates and makes recommendations regarding program revisions and/or proposed new programs in relation to goals, accomplishments, and costs. Develops criteria for measuring workload and accomplishments. Performs program management review including effectiveness of organizational structure, operating efficiency, internal controls, and systems for improving productivity and accountability. Develops, recommends and assists in the implementation of improved operational and management methods. Negotiates agreements for improvement with agency heads and program managers. Assists agency/department heads in preparation and presentation of testimony to the Legislature. Examines and evaluates requests for capital improvements; recommends capital expenditures for inclusion in the Governor's capital improvements budget.

Analyzes program objectives of state programs in relation to implicit and explicit policies and goals of the executive branch to insure attainment of common goals. Participates in organizational and management studies for administering broad multi-faceted programs which cross agency and department lines. Participates in and influences executive policy formulation, interpretation, and implementation. Actively participates in budget hearings at agency and department level. Reviews all legislative bills pertaining to assigned program areas to determine impact on programs, goals, and objectives; evaluates their budgetary impact. May administer programs such as general revenue sharing and the statewide indirect cost allocation plan. Participates on inter-departmental committees which make recommendations directly to the Governor. Assists individual members of the Legislature by personal briefings and written memoranda and reports. Prepares recommendations on subjects brought before the Emergency Board and Joint Fiscal Committee. Prepares correspondence for the signature of the Governor. Performs related work as required.

Environmental Factors

Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty may be anticipated.

Knowledge, Skills and Abilities

Considerable knowledge of federal, state, and local governmental organization and administrative procedures.

Considerable knowledge of management principles and practices.

Considerable knowledge of public budgetary principles and fiscal procedures.

Considerable knowledge of organizational design, theory, and systems.

Working knowledge of economic theory and practice, particularly as they affect revenue flow and demand for governmental services.

Considerable knowledge of information technology software and applications, particularly those related to financial analysis (e.g., Excel).

Working knowledge of basic research methodology.

Ability to analyze complex activities, relationships and situations, identify problems, draw logical conclusions, and develop and defend independent recommendations.

Ability to negotiate diplomatically and effectively with heads and officers of agencies and programs.

Ability to communicate orally and in writing with clarity and precision.

Ability to establish and maintain effective working relationships.

A high degree of innovative capability.

Minimum Qualifications

Bachelor’s degree AND two (2) years or more of professional level experience in accounting, budgeting, business administration, economics, finance, legal work, or public administration.

OR

Four (4) years or more of professional level experience in accounting, budgeting, business administration, economics, finance, legal work, or public administration.

Preferred Qualifications

MPA, MBA, JD, or other advanced degree.

Experience in program planning and/or evaluation.
