Class Definition

Act as the division data expert and lead for data collection, analysis and reporting for programs and services within the Adult Services Division at the Department of Disabilities, Aging and Independent Living (DAIL). Develop, design, and implement change processes to enhance data usage across the division. Assume subject matter authority regarding source data stored in specific DAIL datasets. Design and develop reporting to support program management, program development, and mandated state and federal reporting. Interact with other state agencies, work groups, committees, and policy makers as requested by leadership to identify data and information needs and to develop and present targeted analysis and reporting. Supervise division staff with various data related duties. Duties are performed with significant independence governed by organization-wide policies and goals.

Examples of Work

Using statistical software, data tools, and advanced analysis skills, conduct comprehensive analysis across multiple programs, data sets and data systems. 

Produces regular data figures and reports that are publicly published on the DAIL website, provided to the legislature, and/or provided to the federal government.

Presents data internally as well as to other Agency of Human Services departments, external stakeholders, legislators, and partners.

Supervises staff of the data unit, providing training, guidance, performance management.

Consults with staff regarding appropriate data techniques by assisting with data collection practices, data integrity, and analysis/reporting of data across multiple programs and datasets.

Maintains education/training on appropriate protocols in analyzing data and reaching accurate conclusions. 

Provides data-driven assistance in the development of new policy, procedure, and database configuration. 

Serves as the data liaison to internal and external groups as assigned.  

Supports other staff by teaching proper data analytics and presentations through technical assistance and on-the-job training. 

Helps to assure that federal statistical reporting requirements are met. 

Provides support for program and administrative planning and budgeting to program managers through data analysis. Designs and implements projects to evaluate policy and operations and to promote performance and process improvements.

Performs related work as required.

Environmental Factors

Work is performed in a standard office setting, but travel may occasionally be required for which private means of transportation should be available.

Knowledge, Skills and Abilities

Considerable knowledge of specific data sets and standards, coding, database management, statistics, data analysis and reporting on population need and access and utilization, expenditures and performance measures.

Ability to use business/data intelligence tools to support access to data and reports derived from multiple and complex data sets.

Ability to communicate effectively orally and in writing with technical and professional parties including internal executive and program staff, contractors and consultants, external state and federal agencies, private research and nonprofit organizations, providers, work groups and committees, and public users of analyses and reports.

Ability to supervise and manage performance effectively, supporting staff to meet job expectations and achieve their potential. 

Ability to develop effective and productive working relationships with internal and external parties to optimize program responsiveness in a dynamic policy environment and provide timely, valuable, and accessible information.

Ability to perform job duties within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships, and results orientation.

Minimum Qualifications

Associate's degree or higher in data analytics/management, statistics, or a related field AND four (4) years or more of experience in a human services program, public health program or in emergency medical services administration, or other similar healthcare or medical administration or research setting.

OR

High school diploma or equivalent AND six (6) years or more of experience in data analytics in a human services program, public health program or in emergency medical services administration, or other similar healthcare or medical administration or research setting.

Preferred Qualifications

A masters or bachelors degree in data analytics, statistics or a related field
Advanced proficiency in data analytics using statistical packages and database management applications with complex data sets.
Experience as a supervisor
