Class Definition

Supervisory, consultative, and administrative work managing the Adult Protective Services Restorative Justice Project for the Department of Aging & Disabilities. Duties include responsibility for case manager supervision and training, contractual services, public education, grant management, coordination of human services, coordination of joint protective services, policies and procedures, and budget. Work is performed under the supervision of the Director of Adult Protective Services.

All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

Develops and manages a program for responding to incidents of vulnerable adult abuse, neglect, and exploitation. Develops systems to implement protective services for vulnerable adults, such as relief from abuse and guardianship, as well as on-going support services from other community based human service providers. Hires, trains, supervises, and evaluates Adult Protective Services Restorative Justice Case Managers. Develops, implements and updates policies and procedures. Prepares and monitors program budget and grants. Reviews program needs and develops resources to meet them. Coordinates with other agencies to provide service delivery. Participates in public relations activities designed to enhance public awareness of Adult Protective Services and the Adult Protective Services Restorative Justice Project. Designs and implements training programs for providers and staff as needed. Maintains computerized database for data collection and reporting. Reviews and assigns referrals to case management staff and coordinates services. Manages awarded grant and all required reporting and trainings associated with award.  Provides coverage for the Director and Assistant Director of Adult Protective Services as needed. Performs related work as required.

Environmental Factors

Duties are performed primarily in a home office or community-based setting although significant travel is required for which private means of transportation must be available. Out of state travel for trainings and grant required conferences will be required.  Appearances before a variety of publics is essential, some during evenings and weekends. The incumbent must deal with a variety of highly charged emotional issues involving vulnerable adults and their treatment in society.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and practices of public administration.

Considerable knowledge of programs and services required to build an integrated service plan for dependent individuals.

Considerable knowledge of and skill in applying investigative and case management principles and practices.

Considerable knowledge of the principles and practices of Restorative Justice.

Knowledge of protective services available to vulnerable adults throughout the community and the judiciary.

Knowledge of the conditions which lead to elderly and disabled adult abuse, neglect and exploitation.

Ability to interpret and apply complex statutes, rules, and regulations.

Ability to analyze problems and recommend effective solutions.

Ability to prepare and maintain records and program activity reports.

Ability to communicate effectively orally and in writing.

Ability to manage grant requirements and responsibilities.

Ability to establish and maintain effective working relationships.

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Master's degree in social work or public health AND two (2) years or more of professional level experience in investigative casework, in a long-term care program, or in public administration.

OR

Bachelor's degree AND three (3) years or more of professional level experience in investigative casework, in a long-term care program, or in public administration.

OR

Two years of full-time college coursework or an associate degree AND five (5) years or more of professional level experience in investigative casework, in a long-term care program, or in public administration.

OR

High School diploma or equivalent AND seven (7) years or more of professional level experience in investigative casework, in a long-term care program, or in public administration.

Candidates must pass any level of background investigation applicable to the position.
