Class Definition

Administrative, analytical, and evaluative work at a professional level for the Department of Mental Health at the Vermont Psychiatric Care Hospital. Oversees several separate federal regulatory chapters which include Life Safety Officer appointment, Environment of Care manager, Emergency Preparedness Coordinator appointment, Safety Officer declaration, Co-leader of Sustainable Healthcare Certification, HazMat certification including management of pharmaceutical and biohazard waste, and overall facility/ hospital management duties.  This position is required to ensure regulatory compliance is understood, documented, and periodic inspections are planned and executed.  Analyzes data and inspections for systemic or immediate risk. Creation and maintenance of audits, procedures, and training as they relate to regulatory requirements. Produces action and after-action reports in compliance with regulatory drills and following live incidents; debriefs with the VPCH leadership group to inform forward facing resolution of issues realized.  This position works closely with the Director of Quality in maintaining precise and timely required reporting, safety drill information, and risk assessments for VPCH.

Facility Management is a daily responsibility of this position. Responds to and maintains tracking and review of VPCH variance reporting regarding the environment of care/ physical plant. BGS Work Inventory Management System (WIMS) work orders are filed in the online system by this role as it is a liaison to BGS maintenance, custodial, and property management services. Work at the physical plant is done through planning and organizing all facility maintenance and repair work, maintaining and auditing logs for all preventive and ongoing maintenance, safety checks, environmental cleaning, shipping, and receiving, etc. This role manages VPCH fleet vehicles for the safe transport of patients, maintaining the vehicles at the mechanics shop as needed, ensuring current registration and insurance paperwork. This role manages Medical Equipment evaluation and repairs when needed for the Nursing Department via twice annual equipment testing. This role provides Nutritional Services with support and guidance for meeting environmental requirements, working closely with the Supervising Chef. This role oversees the safe keeping of supplies located within the Storehouse, Central Supply, and Patient Storage. This position controls and monitors the movements of inventory items and ensures that inventory items are available when required, working in close partnership with stakeholders’ hospital wide. This position receives and unpacks materials and supplies from vendors. This role works closely with numerous VPCH contractual suppliers and all State of Vermont partners who support VPCH; for example, the Agency of Digital Services, Department of Health, and BGS, among others as needed. This position manages the keys and badges for the facility, working with BGS partners to do so; new keys and badges made as needed and troubleshooting when they do not work properly. This role is the BGS liaison with BGS for onsite video cameras, footage recorded in non-patient areas. This role reports required hospital data to Federal Health and Human Service (HHS) agencies. Duties are performed under the general supervision of the Hospital Operations Director. 

Examples of Work

Regularly reviews varied periodic reports and internal surveys to determine the quality and degree of compliance with Centers for Medicare and Medicaid Services and The Joint Commission standards of care. Analyzes, documents, and synthesizes this material into reporting summarizing the hospital’s overall quality assurance efforts with regulations concerning the environment of care.  Attends and leads operational meetings to assist in solving problems related to compliance with accreditation standards, and related federal and state program requirements. Is the chair of weekly Environment of Care and Facilities meetings, developing an agenda and action plans. Provides training and modifies or creates procedures where indicated.  Conducts routine rounds of the environment of care, regularly investigates variance reports to ensure that follow up occurs where necessary, documenting all environmental situations and changes that occur.  Suggests and implements plans of correction for problem areas and monitors the effectiveness of corrective action, looking at work through The Joint Commission compliance lens.  Coordinates activities and serves as liaison with accrediting and other outside organizations as needed.  Participates in on-going hospital planning and program development.  Manages risks associated with handling, storing, transporting, and disposing of hazardous and pharmaceutical waste.  Great attention to detail and compliance with these regulations is required.  Performs related duties as required.

Environmental Factors

Work in an office-based setting with frequent tours of hospital units and maintenance areas.  Contact with hospitalized individuals is expected in the performance of duties.

Knowledge, Skills and Abilities

Considerable knowledge and demonstrated abilities in managing administrative and organizational theory and practice.

Working knowledge of data collection, tracking and trending data, and analysis of general patterns and trends.

Ability to do extensive situational analyses, including strong collaboration and problem-solving skills are essential.

Ability to understand complex State and Federal regulations and statutes and create oversight mechanisms.

Ability to organize complex information into routine reports, adept use of Microsoft Office Suite and other software programs.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Four (4) years or more of experience in facility management involving regulatory compliance management.

Preferred Qualifications

Certified Healthcare Facility Manager (CHFM) certification.
Bachelor’s degree.
Homeland Security Exercise and Evaluation Program (FEMA HSEEP) Training.
Certification of US Environmental Protection Agency RCRA and Vermont training for the handling and disposal of HAZMAT and Pharmaceutical Waste
Certification of US Department of Transportation (DOT) training for transporting hazardous waste
Membership in National Fire Protection Association (NFPA)
Membership of American Hospital Association (ASHE)
ICS-100 and ICS-200 for emergency planning and mitigation 
OSHA 10 Training

Special Requirements

Certification of US Environmental Protection Agency RCRA and Vermont training for the handling and disposal of HAZMAT and Pharmaceutical Waste required within three months of employment.
