Class Definition

Supervisory, administrative and program development work for the Family Services Division of the Department for Children and Families involving administration of domestic and sexual violence programs. Duties include development of policies for the more effective incorporation of domestic and sexual violence assessments and interventions into social services casework procedures. Supervision is exercised over a staff of Domestic Violence Specialists and the Child Victim Treatment Director. Duties are performed under the general direction of the Policy and Operations Manager/Juvenile Justice Director. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

Oversees the development, enhancement and administration of domestic and sexual violence practice, policy and workforce development within the Department and the Division. Supervises Domestic Violence Unit staff and the Child Victim Treatment Director in the provision of consultation and training to social workers in the incorporation of domestic and sexual violence concepts and interventions into case planning and ongoing social work. Develops assessment tools to identify service gaps and develops strategies and program enhancements to meet identified needs. Provides consultation to district and central office staff to incorporate best practice domestic and sexual violence response into casework. Screens child abuse and neglect intakes involving domestic violence concerns. Provides ongoing consultation and assessment for front end and ongoing cases where decisions about safety and contact with a battering parent are needed. Oversees the development and implementation of enhanced training programs on techniques and methods for the integration of domestic violence and sexual violence prevention and treatment practices. Advocates for additional resources for needed expansions of domestic and sexual violence programs. Develops and promotes community partnerships and coalitions to address domestic and sexual violence issues. Serves as the designee of the Commissioner on statewide domestic violence related councils and commissions and acts as co-chair of the Agency of Human Services Steering Committee on Domestic Violence. Provides consultation to Agency and Department managers regarding staff safety and resources as it relates to domestic violence in the workplace. Performs related duties as required.

Environmental Factors

Duties are performed primarily in a standard office setting. Travel to district offices and community group meetings requires that private means of transportation be available. Some work outside of normal office hours may be required. The nature of issues handled in domestic and sexual violence, child maltreatment and trauma situations may cause some stress.

Knowledge, Skills and Abilities

Considerable knowledge of domestic violence laws, systems responses, patterns, and causes and best practices for interventions.

Considerable knowledge of sexual violence, prevention, intervention and assessments.

Considerable knowledge of social services social work principles and practices.

Considerable knowledge of the principles and practices of public administration.

Ability to develop collaborative relationships with social work staff and community organizations specific to coordinated community response to domestic and sexual violence.

Ability to conceptualize innovative methods for the incorporation of domestic and sexual violence issues into existing and established casework practice.

Supervisory ability.

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Master's degree in a human services field or related field AND One(1) year providing interventions with victims/survivors of domestic and sexual violence, batterer intervention programs or developing programs or procedures for such interventions. Experience must include work with child/youth victims.

OR

Bachelor's degree AND Eighteen(18) months casework experience providing children's services and treatment and eighteen months providing interventions with victims or perpetrators of domestic and sexual violence or in developing programs or procedures for such interventions.
