Class Definition | Planning, advisory, administrative, compliance, and operational support to the Department and the Director of Mental Health Financial Services. Position serves an advisory role in the operations and management of central office operations. Extensive interactions with senior management, outside organizations, and stakeholder groups. Position provides education and staff support on department policies and procedures, consultation regarding contractual agreements, and auditing and reporting requirements. Position works closely with facilities operations staff in other department run programs and provides general oversight and management of central office operational needs. Duties are carried out under the general direction of the Department Financial Director. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Develops programmatic requirements for new contracts and grants and identifies/negotiates with vendors for outcomes and deliverables. Supports central continuity of operations planning, office space planning, materials and equipment acquisitions, technology enhancements, and communications capabilities. May act as the building manager or liaison with public/private sector facility management to ensure adequate facility support services. Secures technical assistance for department and community programs as needed. Directs activities that demonstrate compliance with DMH long and short term goals and with department philosophy and policies. Monitors information transfer options within framework of privacy and protections and advises staff on reporting requirements and remediation options. Supports staff orientation, training and development as needed. Duties may, at times, extend beyond the normal daytime and work week hours. Off-site travel is required for which private means of transportation should be available. |

Minimum Qualifications | Bachelor's degree in business, public or health administration, office administration, health care services or closely related field AND three (3) years or more of experience providing professional administrative-level services to a business or organization which included operations, facilities, human resources, business management, or grants administration functions AND experience as a supervisor of clerical or administrative staff. OR Master's degree in business, public or health administration, office administration, health care services or closely related field AND one (1) year or more of experience providing professional administrative-level services to a business or organization which included operations, facilities, human resources, business management, or grants administration AND experience as a supervisor of clerical or administrative staff. OR Two years or more of full-time college coursework OR associate's degree business, public or health administration, office administration, health care services or closely related field AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included operations, facilities, human resources, business management, or grants administration functions AND experience as a supervisor of clerical or administrative staff. OR Seven (7) years or more of experience providing professional administrative-level services to a business or organization which included operations, facilities, human resources, business management, or grants administration functions AND experience as a supervisor of clerical or administrative staff. |
