Class Definition | Managerial, administrative and policy development work for the Child Development Division involving management of the Promise Community Project, funded through the State's Race to the Top-Early Learning Challenge federal grant award. Duties include budgetary, planning, policy and programmatic responsibilities to ensure compliance with federal and state legislative mandates, other regulations and directives. Supervision is exercised over a staff of professional home-based employees. Additional supervision will be exercised over contracted community partners implementing a Promise Community. Work requires interaction with CDD management and other staff, the DCF Business Office, other state departments and divisions, regional community agencies, early childhood centers, community mental health agencies, school partners, private or health care agency providers, professional associations, town managers. law enforcement and networks. Work is performed under the general direction of the DCF/CDD Operation Chief. |
Examples of Work | As part of CDD's Management Team, cooperate with the DCF/CDD Deputy Commissioner and other senior managers in strategic planning and developing programmatic and policy directions. Within divisional goals and objectives, develop specific policies to implement the Promise Community project in targeted areas across the state in compliance with federal and state mandates and regulations. Monitor grant budgets and funding; plan for and implement the most efficient use of resources within budgetary and staffing restraints. Develop and administer cooperative agreements with other state agencies and provider networks. Develop broad objectives and performance standards for Promise Community partners. Oversee process and time-frames for granting funds to community agencies. Collaborate and work to fully integrate Promise Communities into a full continuum of early childhood prevention and promotion services for pregnant and postpartum women and families with children through age 8. Align project activities and programs to improve the well-being of Vermont's children through the provision of holistic, family centered, strengths-based services to meet the developmental needs of young children and improve prenatal, child and family outcomes. Design and implement improvements for child and family outcomes, flexible funding to address service gaps, prevention, collaboration, communication, continuous improvement and accountability. Oversee federal and state monitoring/quality assurance activities, data collection, reporting/analysis of compliance and performance. Performs related duties as required. |
Environmental Factors | Duties are typically performed in a standard office setting based at the Child Development Division . Work related travel may require private means of transportation. Duties, responsibilities and certain assignments may require work outside of the normal work schedule. |
Knowledge, Skills and Abilities | Thorough knowledge of the principles and practices of public administration
Thorough knowledge of coalition building and community development.
Thorough knowledge of early childhood service programs.
Considerable knowledge of budgetary and financial accounting principles/practices.
Working knowledge of the range of human services programs.
Ability to understand and interpret complex laws, rules and regulations and to anticipate their impact; considerable knowledge of federal and state regulations pertaining to CDD early childhood services.
Ability to plan, integrate, organize, coordinate and direct major program activities.
Ability to analyze and evaluate administrative, programmatic, financial or operational goals, objectives, systems and controls.
Ability to communicate effectively orally and in writing.
Ability to work cooperatively and effectively in a team environment.

Minimum Qualifications | Bachelor's degree in public or business administration, community development or other human service field AND six (6) years or more at a professional level in early childhood or other human services INCLUDING two (2) years or more in a managerial or supervisory role.
OR
Master's degree in public or business administration, community development or a related human service field AND four (4) years or more at a professional level in early childhood or other human services INCLUDING two (2) years or more in a managerial or supervisory role. |
