Supervisory and business process lead position, in a managing role over the reports structure of VTHR (Vermont state government human resource management system) communicating extremely well with both functional and technical people, within the 3 VTHR departments (DHR, DII, Finance), as well as all of state government, and facilitation in writing queries. Additionally, manages the development of systems within DHR to comply with federal and state requirements such as the Affordable Care Act, EEO, and Family and Medical Leave Act, as well as responsibility for data quality assurance . Manages the reporting function of the VTHR (human resources/ PeopleSoft system) for the Department of Human Resources, at a professional level in a lead analytical, coordinative, business process/planning, and monitoring capacity, for the Department of Human Resources. Responsibilities normally involve reporting system business process development and review, facilitation with functional staff across state government of appropriate and timely report production, generally implementing and managing a reports structure that is responsive to all human resources reporting needs as well as considerable financial reporting needs across state government. Collaborates and partners closely with relevant Department of Human Resources, DII, and Finance Department staff in playing a pivotal role to provide data timely, accurately, and securely that is crucial to management of state government, and from the HR perspective responding to the various human resource and financial data needs of departments, legislature, bargaining and budgeting, and in response to public requests. Reports to the Director of Statewide Human Resources Operations.

Examples of Work

Leads and collaborates with DHR module leads, DHR Directors, reports team systems analyst, compliance analysts, and Finance and DII staff to define, develop and improve business processes around reporting and data output, and compliance with federal and State requirements. Manages all functional aspects of VTHR reporting, specializing in HR data, but also with considerable expertise in Finance data. Research, define, test, develop, manage, and improve business process of reports, report development, and promulgation, as well as using data access methods in troubleshooting production problems and software issues. Guides and leads the approach to translating user needs into responsive reports. Assures smooth interactions between users and functional staff, and between functional staff and technical staff on reporting, including data problem resolution. Develops strategies for a comprehensive system to provide data and reports in an effective, efficient, secure, timely, and appropriate manner to external and internal customers by focusing on functional needs and developing methods to best meet those needs. Provides the management/ leadership to the VTHR reporting structure including the following: Development, monitoring, evaluation, and improvement of business process in report request procedures and protocols from external and internal customers. Develops a strategy and organizes a system to deliver appropriate, consistent, accurate, secure and timely public, private and ad hoc reports to state supervisors, business managers, human resource field staff, DHR and Finance staff, and other relevant internal and external (to state government) customers requiring data from the VTHR system in response to regular business needs, external information or public records requests, legislative data requests and the like. Learn, or be extremely knowledgeable and proficient in, the use of the Query reporting tool, and knowledgeable about the capabilities of other available reporting tools. Develop and monitor appropriate, secure and timely internal report generation protocols and processes in collaboration with project leads, for optimally effective and efficient utilization of resources while at the same time assuring timeliness of response to customers, and guaranteeing accuracy of data provided in the data/reports. Develops performance measures to consistently monitor the reports system effectiveness from intake to assignment to report generation to delivery of final product. May train relevant DHR staff in writing queries. Strategize business process to provide assistance to internal staff in troubleshooting functional issues by use of reporting tools, such as problems in running payroll in production. Documents all relevant report/data business processes. Collaborates closely with relevant DHR, DII and Finance staff on security issues pertaining to data and reports.

Environmental Factors

Duties are performed primarily in a standard office setting. Some travel may be required for which private means of transportation must be available. Some work outside of normal office hours may be required. Strong differences of opinion may be encountered from time to time.

Knowledge, Skills and Abilities

Ability to think analytically.

Ability to research and analyze complex state and federal regulations and requirements.

Ability to elicit, interpret, and respond to data and reporting needs from diverse types of individuals such as business managers, supervisors, managers, HR professionals, and the public.

Considerable knowledge of database and spreadsheet programs.

Proficient in MS Excel.

Competency in strategic thinking with strong skills in relationship management.

Strong facilitation, oral and written presentation skills.

Strong organizational abilities and ability to work independently.

Ability to perform business process improvement activities including software solutions.

Ability to write and become proficient in writing queries, such as PeopleSoft Query.

Ability to lead, work collaboratively, and establish effective working relationships.

Minimum Qualifications

Five (5) years or more of experience in a human resources, financial or information management setting which involved working with complex regulations, software systems, business analysis, statistics, and/or data-based reporting and administration.

OR

Bachelor's degree AND two (2) years or more of experience in a human resources, financial or information management setting which involved working with complex regulations, software systems, business analysis, statistics, and/or data-based reporting and administration data administration

OR

Master's degree or higher in human resources administration, business administration, information management, or a closely related field including significant data analysis and interpretation to a general audience.

Preferred Qualifications

Significant supervisory or management experience

Experience with a software query tool, such as People Soft Query.

A high level of proficiency with Excel.
