The Agriculture Water Quality Supervisor is a senior-level position focused on management and supervision of agricultural water quality programs, rules, and staff.  This position in addition to supervision is also responsible to perform program management of an independent program within the Division and holds specialized knowledge or expertise in a specific work area.

The Agriculture Water Quality Supervisor is a senior-level position focused on management and supervision of agricultural water quality programs, rules, and staff. This position includes all the aspects of the AWQ Supervisor I position, plus it is an expert in a specialized field and leads at least one additional program within the division. 
Directs management of general water quality regulatory program implementation and staff supervision.  Providing guidance and oversight to train staff, review work products and ensure knowledge transfers are occurring about water quality regulations, solutions, and processes for enforcement.
Directs management of an individualized program within the Agency which may include internal coordination and across partner agencies/organizations related to the program.
Guides leadership at a professional level in the development of general water quality programs such as the creation, distribution and implementation of programs related to water quality, the promulgation of rules, and development and implementation of cost-share programs to support water quality and related efforts.
This position may manage programs that are controversial in nature and therefore care and tact is required.

Environmental Factors

Duties are performed in both an office setting and in the field. Duties in the field may include walking along stream banks and in agricultural fields where one might encounter livestock. Field work may require carrying heavy equipment while traversing rough terrain and bodies of water in all weather conditions. Incumbent must have private means of transportation for completion of field assignments on a timely basis. Travel statewide is required. Some work outside of regular working hours, including attendance at public meetings, may be required. Work will often be performed in a dynamic and engaging committee-style forum where strong differences of opinion may be encountered on a regular basis.

Knowledge, Skills and Abilities

Responsible for coordinating with other state and federal agencies, other government agencies in other states/countries, and to stay up to date with current literature and technological advances. 
Provides expert advice on these topics to the Administration and Legislature. 
Provides specialized assistance to farmers and other constituents in a technical field for which certification has been acquired. Acts as an Agency representative/lead in a technical field for which certification and/or necessary skills have been acquired.
Participates in, leads, presents, and coordinates educational and outreach activities to promote conservation and land management practices to enhance water quality in and around agricultural operations.
Provides leadership to inspection staff within the Division. This includes performing reviews and approvals of inspection reports prior to them being sent to the enforcement committee. Also ensuring all inspection staff are following established protocols within inspection/certification programs.
Participates in legislative efforts related to WQ Division by tracking bills, committee discussions, and providing testimony. 
Engages with division leadership to help achieve intended legislative outcomes.
Accountable for the Agency and State's efforts to improve water quality statewide, track implementation of projects and recommend prioritization or allocation of additional resources as necessary to ensure water quality standards are met. 
Responsible for communications with the media or other public messaging opportunities that align with the leadership position of the Agency. 

Minimum Qualifications

High School diploma plus eight (8) years of experience in an agricultural field, a conservation or natural resources field, or a biological-life or physical science.
OR
Associate degree plus six (6) years of experience in an agricultural field, a conservation or natural resources field, or a biological-life or physical science.
OR
Bachelor's degree plus four (4) years of experience in an agricultural field, a conservation or natural resources field, or a biological-life or physical science.
