Class Definition

VR Performance Improvement Advisors conduct advanced professional work serving as an internal consultative business partner to leadership and staff on issues related to strategic planning and strategy deployment; program performance measurement and monitoring; and business process management and improvement. This position works with individuals at all levels of the organization to find easier, better, to produce results and to institutionalize a continuous improvement mindset throughout the organization. As an organization, HireAbility Vermont is always working to improve long-term employment outcomes for individuals with disabilities living in Vermont; this position is a critical player in the continuous improvement cycles that change our policies, practices, and structure that impact this goal. Given the varied work mentioned above, knowledge and skill in several disciplines and content areas including strategic planning, data analysis project management, change management, and business process management is necessary for this position. 

Examples of Work

Responsible for coordinating and assisting with the implementation of strategic and long-range planning activities at multiple levels within the organization. Includes reviewing, analyzing, and evaluating agency goals, objectives, programs, systems, procedures, and technology. Support creating spaces across the organization, from Central Office and district offices, to collect feedback to inform project and change implementation. Evaluate the effectiveness of organizational structure, operating efficiency, internal controls, and systems for monitoring and improving productivity and accountability. Work with Performance Management & Accountability team to identify areas of improvement and implement solutions that work within the context of HireAbility’s practices and structure. Combine field staff feedback and data to understand both perceived and quantifiable impact of practice and policy change. Identify specific business process improvements and developing solutions, including those that leverage new and improved data systems and technology. Develop criteria for measuring performance. Performs program management review including effectiveness of organizational structure, operating efficiency, internal controls, and systems for improving productivity and accountability. Consult with, and provide coaching services to, staff, supervisors and leaders who are interested in improving operations. Develop and provide training to employees, develop curriculum and resources, assess and respond to professional development needs, and managing communities of practice with the intent of increasing the knowledge, skills, and abilities of HireAbility employees across the State. Develop and operationalize a program implementation plan to achieve targets. Develop communications and reports for internal and external purposes related to the status and impact of various performance management and continuous improvement efforts. Perform other duties as assigned.

Environmental Factors

Duties are performed largely in an office setting, with some in-state travel required to attend meetings and to serve client organizations. Incumbents are required to have access to reliable transportation for frequent travel with-in the state. Some work outside of the normal work schedule may be required. Strong differences of opinion and emotionally charged situations may be encountered.

Knowledge, Skills and Abilities


Thorough knowledge of the principles, methodologies and tools of performance management and continuous improvement.

Thorough knowledge of data analytics, data management, and data systems. Ability to synthesize, summarize and present high level results. 

Strong knowledge of and skill in the use of the Microsoft Office365 suite of applications including SharePoint, Power Automate, Power BI and Power Apps.

Thorough knowledge of the principles and practices of public administration, management and supervision.

Thorough knowledge of organizational management principles and practices.

Thorough knowledge of strategic planning and project portfolio development.

Ability to plan and conduct in-depth research and studies of problems, processes, and opportunities for improvement, interpret results, and make recommendations for action.

Ability to conceptualize, plan, and implement a continuum of actions designed to meet identified organizational goals and objectives.

Ability to establish and maintain effective working relationships to align and influence efforts.

Ability to communicate effectively, both orally and in writing, in a wide variety of settings.

Minimum Qualifications

Professional Certification in Project Management, Business Process Management, Quality Processes, or other relevant area AND two (2) years or more of experience in one (1) or more of the following areas: performance management, policy analysis, data analysis, quality management, project/program management, program or policy development, change management, business process improvement, public administration.

OR

Bachelor's degree in public administration, business management, human resources, data science, business analysis, information management or related field AND one (1) or more years of work experience in one (1) or more of the following areas: performance management, policy analysis, data analysis, business/performance analysis, database management, quality management, project/program management, program or policy development, change management, business process improvement, public administration.

OR

Two (2) or more years of work experience in one (1) or more of the following areas: performance management, policy analysis, data analysis, business/performance analysis, database management, quality management, project/program management, program or policy development, change management, business process improvement, public administration.

Preferred Qualifications

Knowledge of and experience with the principles, practices, and tools available/associated with project management, change management, and business process analysis.
Experience developing and utilizing performance measurement systems.
Experience developing and delivering a training curriculum.
Experience building solutions using the Microsoft Power Platform.
Certification as a State of Vermont Continuous Improvement Green Belt, or equivalent industry certification.
Experience working in human services, especially work supporting individuals with disabilities.
