Class Definition | Planning, developmental, coordinating, and managerial work relevant to the current work of the division, in particular to the prevention services unit. Management of comprehensive programs and systems. Work is performed under the general supervision of the Director of Prevention Services, with considerable latitude for the use of independent judgement and initiative. |
Examples of Work | Work involves assisting the Director to establish and implement a vision for the relevant work, responding to stakeholder needs and inquires, back-up to the Director for media requests, legislative requests, and federal partner requests. Will assist the Director in managing human resource activities of the unit. Communicates and collaborates with internal and external partners to advance the core mission of the Department and the work of the division. Communicates the division’s core mission to unit staff and supports them in advancing this work. Provides day-to-day oversight of the prevention unit. Implements statewide initiatives. Negotiates, administers, supervises, and evaluates grants and contracts with providers. Monitors substance misuse activities, analyzes monitoring reports, evaluates program performance and, as necessary, initiates and follows through on corrective measures. Assists in implementation of substance misuse policies and programs as they relate to both office and agency programs. Keeps informed of substance misuse methods and trends; assures that staff receives appropriate training. Performs related duties as required. |
Environmental Factors | Work is performed primarily in a standard office setting. Some travel is necessary for which private means of transportation is required. Some evening or weekend work may be required. Incumbents frequently need to attend a variety of meetings with federal, state and local officials, legislators, advocacy groups, service providers, and others, occasionally under stressful conditions. Strong and conflicting opinions will be encountered. |
Knowledge, Skills and Abilities | Working knowledge of substance misuse, including its physical, mental, social, and economic consequences. Knowledge of the principles and practices of human services or public health. Knowledge of supervisory principles and practices. Ability to plan, design, implement, and maintain programs. Ability to develop and negotiate grants and contracts. Ability to evaluate program effectiveness, determine program changes, and alter program content in accordance with changing priorities. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective working relationships. Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation. |
Minimum Qualifications | High School Diploma or equivalent AND seven (7) years or more of professional experience working in program areas such as, but not limited to: program planning and implementation, grant and contract management; and assessment and implementation of training needs and programs, OR Associates Degree and five (5) years of professional experience working in program areas such as, but not limited to: program planning and implementation, grant and contract management; and assessment and implementation of training needs and programs, OR Bachelor's degree and three (3) years of professional experience working in program areas such as, but not limited to: program planning and implementation, grant and contract management; and assessment and implementation of training needs and programs, OR Master's degree and two (2) years of professional experience working in program areas such as, but not limited to: program planning and implementation, grant and contract management; and assessment and implementation of training needs and programs. |
