Class Definition

Planning, coordination, development, advisory, and oversight work at a senior professional level for the Vermont Department of Health, Division of Alcohol & Drug Abuse Programs (ADAP).  This role involves significant interactions with state and federal officials, medical professionals and others.  Provides management in collaboration with the ADAP Director of Clinical Services, of comprehensive substance use disorder programs. Provides state regulatory oversight and coordinating work, in collaboration with the ADAP Director of Clinical Services, the Department of Vermont Health Access Blueprint for Health Executive Director, the Vermont Board of Medical Practice and the Vermont Medicaid program, of office-based opioid treatment programs (OBOTs), also known as “spokes”.  Provides federal and state regulatory oversight, approval and coordinating work, in collaboration with the ADAP Director of Clinical Services, the Drug Enforcement Agency (DEA) and the Substance Abuse and Mental Health Services Administration (SAMHSA) of opioid treatment programs (OTPs), also known as “hubs”.

Environmental Factors

Evening and weekend work is often required. Duties are performed in a standard office setting. Travel is often required for which private means of transportation much be available. Short notice of critical meetings, quick deadlines for important media and/or legislative and/or state and federal leadership requests.  Short notice of the need to plan for impending or unexpected critical care access issues related to provider closures and need for sensitive communication under challenging and difficult situations required. Must be able to communicate and interact directly and communicate with all employees at varying levels of authority within the State of Vermont, and with external stakeholders, sometimes under highly stressful conditions. 
 

Knowledge, Skills and Abilities

Thorough knowledge of addiction

Thorough knowledge of principles and practices of medication-assisted treatment

Thorough knowledge of federal and state regulations applicable to medication assisted
treatment, opioid treatment programs and office-based treatment programs

Strong ability to work independently

Analytical skills with the ability to identify problems, opportunities and trends

Ability to think strategically

Strong oral presentation skills

Ability to provide leadership in diverse stakeholder groups with strong abilities in relationship management

Ability to communicate effectively, both orally and in writing

Considerable knowledge of social, economic, and cultural conditions and issues typically surrounding substance use problems

Considerable knowledge of substance use disorder treatment and intervention strategies 

Considerable knowledge of federal, state, and local substance use services and programs

Ability to plan, design, implement, and maintain substance use disorder treatment programs

Ability to develop and negotiate grants and contracts

Ability to evaluate program effectiveness and identify required program changes

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Bachelor's degree in a public health or human services field and three (3) years of professional experience in the addictions field administering a program or providing clinical services

OR

Master's degree in a Human Services field and one (1) year of professional experience in the addictions field administering a program or providing clinical services 

Preferred Qualifications

Considerable knowledge of opioid use disorder and medication assisted treatment

Candidates must pass any level of background investigation applicable to the position.
