Class Definition

Supervisory and detailed analysis work for the Vermont Department of Taxes involving the supervision of a major section, support of division management initiatives, and evaluation and administration of the most complex and sensitive tax matters handled by the division. This position involves interaction with taxpayers and/or taxpayer representatives regarding tax obligations and filings. The incumbent in this position is expected to perform with a high degree of independence while engaging collaboratively with the director. This position reports to the division director and/or assistant director.

Examples of Work

Supervises a major section of the Vermont Department of Taxes. Develops criteria for measuring the workload and accomplishments of the staff and designing and implementing internal control procedures for the section. Monitors and controls the daily work flow and incoming call activity, adjusting schedules to meet the section's deadlines. Prepares monthly reports detailing the daily and weekly processing and performance statistics for the Director. Responsible for handling the personnel issues that arise with the staff, including interviewing, hiring, dealing with discipline issues and preparing annual performance evaluations. Responsible for evaluating the training needs of the staff and developing in-service training programs and materials as needed. Oversees the quality of the section's work and develops procedures to improve the quality of service to the taxpayers. Consults with pertinent department staff on the development of Department programs and procedures. Maintains a good working knowledge of the Departments computer systems. Responsible for assisting the examiners with handling the more difficult cases/situations which arise. Provides guidance on the more complex tax cases, researching difficult questions and providing concise answers. Responsible for the annual review and update of all of the section's forms. Organizes, prepares and present seminars, workshops and training programs for the general public and/or special interest groups. Represents the division at meetings, and conferences, as required. Attends informal or formal hearings on tax delinquency matters and may be asked to serve as a Department witness and testify at the hearings. Acts for the Director and/or the Assistant Director in their absence. Performs related duties as required.

Environmental Factors

Duties are normally performed in a standard office setting. Incumbents can anticipate some stressful situations and strong differences of opinion with taxpayers and their representatives. Workload will vary but remain heavy. Priorities will often have to be adjusted to meet deadlines. Occasional travel requires private means of transportation.

Knowledge, Skills and Abilities

Considerable knowledge and understanding of both federal and Vermont Taxes.

Considerable knowledge of the Vermont property tax regulations.

Considerable knowledge of the Vermont Department of Taxes' confidentiality requirements.

Knowledge of supervisory principles and practices.

Knowledge of research and statistical concepts and procedures.

Ability to interpret and apply statutes and complex rules and regulations to specific case situations in a timely manner.

Ability to adapt to continually changing requirements and to manage multiple priorities while working under the pressure of deadlines.

Ability to communicate effectively, both orally and in writing.

Ability to work both collaboratively and independently.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Bachelor's degree or higher AND three (3) years or more of professional level experience in tax examination, accounting, auditing, or business administration AND two (2) years or more of supervisory experience.

OR

CPA or RPA certification AND two (2) years or more of supervisory experience.

OR

Three (3) years of experience at a Tax Examiner VI level.
