Class Definition | Accounting, technical and functional work at a professional level involving statewide financial operations and VISION operations within the Department of Finance and Management. The class role is principally directed at maintaining, monitoring and analyzing the accounting records of the State to ensure that all policy, statute, and GAAP requirements are met. Performs specialized statewide fiscal analysis and auditing. Has independent responsibility for specific complex statewide functions. Serves as the Accounting Unit Liaison to the State ERP Change Management Team. Provides team leadership and assumes responsibility for the Accounting Unit duties when the Director and Assistant Director are on long term projects. Duties are performed under the general direction of the Assistant Director of Statewide Accounting. |
Examples of Work | Analyzes VISION general ledger and subsidiary module activity and data at a statewide level. Makes recommendations for new VISION procedures and changes to existing VISION procedures based on analytical reviews. Oversees, reviews and approves the posting of statewide general ledger transactions either on-line or through the journal generator. Monitors posting of subsidiary module transactions and reconciles subsidiary module activity to general ledger balances on a monthly and yearly basis. Performs monthly reconciliations of statewide cash clearing accounts. Oversees the opening and closing of all general ledger and subsidiary ledger business units on a monthly basis for posting transactions. Assists with the year-end closing process, including appropriation carry forwards and year end transfers. Recommends and assists in the implementation of new, additional or changed VISION functionality. Works with departments and agencies to correct transactional errors. Assists departments and agencies with accounting and VISION procedure related questions. Performs specialized statewide analytical data reviews and leads team projects as needed. Meets with the State ERP Change Management Team to provide an accounting unit change perspective. Provides work assignments to and reviews work of VISION Financial Analyst II & III positions. Performs related duties as required. |
Environmental Factors | Duties are generally performed in a standard office setting. An incumbent can expect the pressure of frequent deadlines and end-of-year workload peaks. Some work outside of the regular work schedule can be anticipated. |
Knowledge, Skills and Abilities | Advanced knowledge of IRS regulations as they pertain to 1099-MISC Reporting. Considerable knowledge of VISION processing and the statewide chart of accounts. Considerable knowledge of Agency of Administration bulletins and financial procedures. Considerable knowledge of governmental appropriation procedures and state statutes regarding appropriations. Considerable knowledge of accounting theory and practices. Working knowledge of GAAP and GASB regulations. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Bachelor's degree in accounting, or a related field, AND four (4) years or more at a professional level in accounting, financial auditing, or financial management. OR Eight (8) years or more at a professional level in accounting, financial auditing or financial management. |
