Class Definition

Technical, analytical, and coordinating work at an entry level involving the regulation of property taxes in Vermont, including the Use Value Appraisal program (Current Use) and Real Estate Transaction Taxes program. Work differs from higher level specialists in the complexity of the assigned responsibilities; degree of independence, responsibility, and accountability; and level of expertise and breadth of knowledge required. Work is performed under the direct supervision of a supervisor.

Examples of Work

Calculate and approve less complex tax returns for real estate withholding income, property transfer, and land gains taxes. Review, analyze and approve or deny applications for enrollment in the Current Use program for consistency with policies, statutes, regulations, and rules.

Administratively support the lister education program to include scheduling of locations and coordination of payments. Resolve unaccounted for checks and deposits. Assist co-workers with Real Estate Withholding/Land Gain waivers and returns. Review taxpayer records and information to determine taxpayer eligibility or liability. Act as the Tax Department administrator for lien subordinations, and docket clerk for hearings and appeals. Make and respond to requests for additional information on returns and applications to maintain related databases.

Authorize payments to towns for recording fees. Develop and maintain moderate technical and administrative skills on Current Use and Real Estate Transaction Tax programs. Resolving issues within the tax databases that are "work listed", as in, flagged for further review or an issue. Answering main phone line for all of PVR, providing basic assistance to taxpayers and other callers. Ordering supplies for all of PVR. Organize municipal education registrations. Process general information requests from the public. Provide basic technical assistance to municipal officials and taxpayers on program requirements. Perform mass mailings via hard copy and email for taxpayers and municipal officials. Perform other duties as required.

Environmental Factors

Duties are largely performed in an office setting. Strong and conflicting public opinions may be encountered on a regular basis. Workload pressure may vary over a period of time. Some degree of telephone, letter, and face-to-face contact with irritated taxpayers may be anticipated.

Minimum Qualifications

High school diploma or equivalent and two (2) years or more of experience as a program technician or administrative assistant.

OR

Two (2) years of full-time college coursework or an associate's degree in tax examination, financial management, natural resources, or property assessment.

Preferred Qualifications

Associate's degree or higher in natural sciences or financial management.
