Class Definition | This is a professional park position that is responsible for overseeing the daily operation and maintenance of one or more state parks, a passenger ferry, and a marina. Park operations may include camping facilities, concessionaire, swimming, boat rentals, nature center, interpretive programs, and hiking trails during the operational season of the park and monitoring winter usage during the non-operating period. Duties include opening and closing the park and marina for the park season; training, supervising and evaluating seasonal employees, volunteers and volunteer groups; managing the park office; managing campground, marina, and ferry reservations; responding to emergencies; maintaining accurate computerized records, coordinating facility maintenance needs, and promoting Vermont State Parks and its programs with significant public contact while providing excellent customer service. This position reports to a Parks Operations Manager for supervision and performance evaluation. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by all Vermont State Parks' policies and procedures, including professional standards of conduct. |
Examples of Work | Manages park and marine operations and oversees maintenance, including personal participation in all the duties supervised. Participates in the recruitment, interviewing, hiring and supervising of seasonal Park Managers, Assistant Managers, Park Attendants, Captains, Deckhands, and Park Interpreters. Trains and manages seasonal staff in all required duties. Develops staff schedule and authorizes time reports. Evaluates staff members and facilitates conflict resolution as needed. Actively facilitates relationships within the community, including the recruitment, training and supervision of local volunteers and volunteer groups. Receives and processes camping and marina registrations. Promotes park programs. Manages park amenities as appropriate for the park such as shelter reservations, boat rentals and concession sales. Collects fees and practices excellent cash handling procedures while maintaining accurate computerized attendance and accounting records. Reconciles bank deposits to those records. Maintains all park facilities and grounds in a neat, clean and safe condition. Answers questions and is knowledgeable about the history, amenities and natural resources of the park and surrounding area. Collaborates with regional maintenance staff to perform and accomplish general building and facility repairs. Maintains park signage. Provides written and oral reports. Manages inventory and orders supplies. Responds to emergencies, provide emergency first aid and assist other emergency response organizations. Identifies hazards and makes corrective actions to ensure a safe environment for visitors and employees of all facilities, docks, boats and public areas at assigned parks. Administers the park rules and regulations. Maintains a strong park presence to ensure safety and enjoyment of the resource for all. Trains Ferry Boat Captains and/or Contracted Captains in the safe, efficient operation of the Island Runner Ferryboat. Operates the Island Runner Ferryboat as needed, including filling in for seasonal deckhands, filling in for seasonal captains once 50-ton captains license is acquired within two years of employment, and transporting of large vessels to and from dry dockage. Trains seasonal island park managers on safe boating practices. Establishes contract(s) with dry dock provider and facilitates annual contract for off-season vessel storage. Oversees Burton Island's 100-slip marina and 13 moorings; ensures reservations and docking assignments are coordinated and assigned accurately and professionally. Establishes, creates and leads a culture of professionalism in marina, campground and passenger ferry operations. Installs and removes all docks, fingers and moorings seasonally in cooperation with a team of operations and maintenance staff. Coordinates diver services to adjust dock and mooring anchors and marker buoy anchors as necessary. Maintains channel marker buoys and communicates with US Coast Guard as necessary. Acts as liaison with local US Coast Guard and Coast Guard Auxiliary with all lighted and unlighted markers, buoys and passageways maintained by FPR. Reviews lake charts related to FPR-maintained markers, buoys and passageways for accuracy. Coordinates corrections as necessary. Monitors and reviews all electronic information related to Burton Island, Knight Island and Woods Island for accuracy; takes corrective action measures as necessary. Writes contracts of a complex nature relating to routine and preventative maintenance and repair of all marine fleet vessels. Develops operations and marketing plans to establish and maintain park operating standards and increase visitation and revenue opportunities. Performs related duties as required. |
Environmental Factors | Duties are performed in a variety of field situations, frequently on boats, frequently in excessively hot or cold weather conditions, in wet weather on slippery surfaces such as docks, fingers and boat decks. Work involves some hazardous materials handling. Work may be performed on Lake Champlain in rough lake conditions. Incumbents must be able to climb ladders, maintain balance on boats during rough, inclement lake conditions and lift heavy weights (50 lbs.). Manual dexterity is required to operate equipment and tools necessary for the job. Frequently sitting for long periods of time will be required in an office environment. Duties require considerable interaction with the public. Position may require weekend work, evening work, overtime hours, and on-call status. Participation in a random drug testing program is required. |
Knowledge, Skills and Abilities | Knowledge of the operation, rules, safety and maintenance of a state park. Ability to obtain, within two years of hire date, a United States Coast Guard 50-ton inland master license (MMC endorsement). Working knowledge of USCG regulations, safe boating practices and emergency operations. Demonstrated level of computer proficiency including email, internet, and file storage. Ability to learn new software systems and maintain computerized payroll, attendance and fee collection records. Strong leadership, organization and decision-making skills. Strong managerial skills that include the ability to plan, organize, schedule and supervise the work of others. Excellent customer service skills at all times and under pressure. Ability to facilitate, establish and maintain effective and positive working relationships with park personnel at all levels, community partners (that may include governmental, educational and non-profit organizations) and the general public. Ability to tactfully enforce park rules and regulations. Excellent verbal and written communication skills. |
Minimum Qualifications | High school diploma or equivalent and two (2) years or more of experience in park operations, buildings or ground maintenance, recreation, tourism, hospitality, customer service, conservation or a related field. OR Two (2) years of full-time college coursework or an Associate's degree which includes coursework in park operations, buildings or ground maintenance, recreation, tourism, hospitality, customer service, conservation or related field. Basic First Aid Certification and CPR Certification required. |

Special Requirements | Possession of a valid Operator's License. Possession of, or eligible to obtain a valid 50-ton United States Coast Guard Master License or greater within two years of hire. Possession of, or eligible to obtain a Vermont Boaters' Safety License within 90 days of hire. Participation in a United States Coast Guard-mandated random drug testing program. Possession of CPR and Wilderness First Aid certification within 90 days of hire.
