Class Definition

Business and systems analysis, administrative, and research work at an entry level for the Vermont Department of Taxes. Issues involved are frequently of a confidential and sensitive nature. Elicits, analyzes, specifies, and validates the business needs of stakeholders.  Extensive contact occurs with Division Supervisors, Division Directors, IT systems developers, and Department personnel in looking for opportunities to improve processes, assess and implement business needs, and troubleshoot issues. In association with other team members applies communication, analytical, and problem-solving skills to define current processes and develop recommendations for improvement. Incumbents are expected to work with a high degree of independence and limited supervision. Work is performed under the supervision of a director, assistant director, or division chief. 

Examples of Work

This job class may be assigned to a division within the Tax Department or serve the Department as a whole. 


Regularly interacts with VTax Director and VTax Assistant Director to receive oversight, guidance, and direction of work.

May serve as a project lead, responsible for project scope, work plan and revisions, on small to medium scale projects within Department.

May provide coordination between divisions to identify cross-divisional impacts of system changes.

May consult with systems developers to evaluate and review the ongoing user needs for their assigned division. Responsible for subsequent recommendations for upgrades and enhancements. 

Identifies changes needed to Department software systems and organizes implementation efforts for those changes. Changes include bug fixes, process improvements, and legislative changes. 

Conducts requirements gathering for system changes.

Creates and regularly updates documentation related to system processes and changes.

Writes and executes user test scenarios.

May organize testing schedules for small to medium sized projects.

Regularly tests changes made by software developers to verify that the changes meet business requirements, function correctly, and are the optimal solution for users.

Prioritizes requests for new and enhanced software features.

Performs other duties as assigned.

Environmental Factors

Duties are generally performed in a standard office setting. Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions. Human relations skills may be needed to deal with the internal stakeholders. Workload will vary but remain heavy. Pressure from work deadlines is predictable.

Knowledge, Skills and Abilities

Interest in both State of Vermont and federal taxes and associated terminology.

Working knowledge of the principles and practices of public administration.

Experience in project management and business process improvement.

Excellent listening, interpersonal, written, and oral communication skills including presentations to groups of people.

Self-motivated and directed.

Strong customer service orientation.

Strong working knowledge of computers and capabilities of data processing equipment.

Strong organizational and time management skills including the ability to plan, schedule, and organize work independently.

Minimum Qualifications

Four (4) years or more of experience in business analysis, business process creation or improvement, in project management, in information technology design, development, and implementation, in tax administration, or in a related field.

OR

Associate's degree in accounting, statistics, business administration, project management, information technology management, or related field AND two (2) years or more of experience in business analysis, business process creation or improvement, in project management, in information technology design, development, and implementation, in tax administration, or in a related field

OR

Bachelor's degree in accounting, statistics, business administration, project management, information technology management, or related field.

Preferred Qualifications

Basic understanding of SQL.
